A HALLOWEEN IDEA: Neighborhoods that have experienced some mischief during Halloween might want to schedule neighborhood block parties. This would increase family fun and decrease teenage mischief. Over the years the police chief and I have spent Halloween patrolling the streets of Greenburgh. We have increased police overtime to address the problem.
