l2/l8 PROPOSING THAT POLICE AND SCHOOL DISTRICTS LOOK AT SCANNERS ON
THE BUS TO PROMOTE SCHOOL SAFETY... Am sending a letter to the police
chief and to all the school superintendents in Greenburgh. There is an
article in the December, 200l issue of Governing about a creative new
concept in West Paterson, New Jerssey. School buses carry bar codes so
that parents can track their childrens whereabouts via the internet when
riding school buses. Although no child has ever been lost on a bus
there, school district officials leaped at the chance for additional
security. Parents can go to the web site, enter a password and check
when and where their child is picked up, what bus he is on, the current
location and where their child is dropped off. For a copy of the article

TENNIS COURTS EMPTY--Town Board votes to authorize village residents to
purchase seasonal tennis permits (25 permits authorized) ---tennis
courts are very empty ---Parks & Recreation Advisory Board & residents
of unincorporated Greenburgh requested that we take this action. The
problems we are experiencing with tennis follows a nationwide
trend--fewer people are playing tennis..

ll/l5 Greenburgh Town Board approves authorization allowing Greenburgh village residents with
disabled children access to town pools. The cost for pool passes will be 20% above the present
resident seasonal rates. Next year the Town of Greenburgh will be offering disabled residents
throughout the town and villages more services. There will be times when children with disabilities
would like to have a recreational experience during general swim sessions and not during a
department sponsored program. The Parks and Recreation Advisory Board had previously discussed
this matter and recommended that we implement the proposal.

l0/l9 REFERRING TO PARKS AND RECREATION ADVISORY BOARD PROPOSAL TO GIVE
VOLUNTEER FIRE FIGHTERS WHO SERVE UNINCORPORATED GREENBURGH FREE PARK
PERMIT TO USE AT POOL

AFFORDABLE HOUSING-- Re: Hillside Close residential units near SCI
building---Building permits have been issued to complete the remaining
32 units. The units iwll be priced in the low 200s because of their
small square footage.

l0/3 GREENBURGH TOWN BOARD GIVES OK TO MADISON SQUARE GARDEN TO BUILD
125,000 SQ FOOT PROFESSIONAL ATHLETIC TRAINING FACILITY to be used by
the NY KNICKS, RANGERS, LIBERTY TEAMS. This is a win-win-win for the
town. We get prestige, additional tax revenues and little traffic from
the new building. In addition....the Town Board approved 320,000 square
feet of research and development space at the site located at Eastview
(near the Saw Mill River Parkway--old Union Carbide site)

9/28 CENTRAL 7 SCHOOL DISTRICT ACCEPTS TOWNS OFFER TO HIRE ONE SCHOOL
RESOURCE OFFICER TO PROVIDE ADDITIONAL SECURITY TO SCHOOLS. Federal
government just approved grant.....(The federal grant is for $125,000) town to pick up 50% of the costs.
School Resource Officers are career law enforcement officers, deployed
in community policing. They address crime and disorder problems in the
schools, develop or expand crime prevention efforts, educate likely
school age victims in crime prevention, train students in conflict
resolution.
In April I sent letters to each of the l0 school districts in the town
offering to share in the costs of this program. Although Central 7 was
the only school district in Greenburgh to say YES to the program -- I am
hopeful that the other school districts will monitor the experiences
Central 7 has. And, I anticipate that other districts will eventually
implement this program as well.

8/23 TOWN BOARD APPROVES RESOLUTION AUTHORIZING IMPLEMENTATION OF FAIR
CABLE TV PROCEDURES FOR CANDIDATES...Each candidate to have up to l5
minutes for an announcement which will be televised on cable TV Tuesday,
Thursday and Friday evenings between l0 PM and ll PM during the 3 weeks
before the primary and general elections and continuously for the 3
weekends prior to the primary and general elections. Non primary Town
Council candidates will be allotted equal time beginning at 8 AM for 3
weeks after the primaries.

Town Board approves local law protecting threatened and endangered
species at August 22nd meeting.

Town Board adopts law allowing those most affected by flooding to take
immediate measures to reduce the risk for property damage and personal
injury - exempts people from having to apply to the Zoning Board for
building permits in certain instances.


8/20 REQUESTING WESTCHESTER COUNTY TO REACH OUT TO COMPANIES THAT
DEVELOP AND MARKET SOLAR OR WIND ENERGY AND INVITE THEM TO LOCATE THEIR
COMPANIES IN WESTCHESTER

8/20 ROCK CLIMBING proposed---- In addition to pursuing a more exciting
kiddy pool area, I 'd like to see a Rock Climbing tower placed in one of
our parks next year. 2002 will be a great year for our recreation
programs!!!!!!!!

August l6 MOODY'S INCREASES TOWNS BOND RATING FOR THIRD TIME IN 5 YEARS
TO AA1-------HIGHEST RATING IN HISTORY....We only have one place to go
up and that is AAA!
Previous bond rating increases: l996........and l998
BOND RATING HIKE MEANS THAT WE CAN BORROW FOR LESS $$..
THAT AN INDEPENDENT ORGANIZATION RECOGNIZES THAT TOWN IS MANAGED IN AN
EFFICIENT MANNER

ENCOURAGING COUNTY TO INVITE COMPANIES THAT DEVELOP, MANUFACTURE AND
MARKET 
SOLAR POWER PRODUCTS AND OTHER ALTERNATE ENERGY PRODUCTS (WIND) TO OPEN
UP 
OFFICES IN GREENBURGH....

7/2 CHIEF KAPICA COMPLETED TRAFFIC COUNT AT ENTRANCE TO TOWN HALL AND
LIBRARY Entrance off of 100B per week is 4,80l.. average per day 960.
On weekends: 682. Average is 34l vehicles/weekend day. Library-entrance
off of Tarrytown Road: 2099 vehicles--average 420 vehicles/weekday 389
on weekends. average l95 vehicles/weekend day.

DILMAGHANI PROPOSES NEW COMMERCIAL PROJECT ON CENTRAL AVE...To demolish
existing retail carpet store and European Health Spa (which is vacant)
and replace it with a new & larger commercial structure.

5/29 Verizon customers who would like to know if htey qualify for DSL
service can call 1 877 525 2375. I have invited John Butler of Verizon
to a Town Board meeting to explain the delay in providing some
neighborhoods in Greenburgh with DSL services.

5/29 TOWN ORDERS OUR FIRST ENERGY EFFICIENT HYBRID VEHICLE--ONE HALF
TON PICK UP TRUCK (Ford)--gas and compressed natural gas. Vehicle will
be used by our water department. We expect to gradually purchase
additional fuel efficient vehicles for town fleet.

5/l8 CALLING ON COUNTY TO PLACE BIKE RACKS ON COUNTY BUSES......

5/9 COUNTY SHOULD HAVE MORE FREQUENT CHEMICAL CLEAN UP DAYS...On
Tuesday, May 8 a chemical placed improperly in a resident's garbage
resulted in injuries to 2 sanitation collection workers. Fortunately,
these injuries were minor. It's important to remind homeowners of the
potential dangers of improperly disposed chemicals and hazardous
material.
The county has HOUSEHOLD CHEMICAL CLEAN UP DAYS a few times a year---May
l9th at Yonkers Recycling Center...Friday and Saturday June 8,9 at the
Community College...on October l9 and 20th at Franklin Roosevelt Park
and on November 2 & 3 at Playland in Rye.
I feel that the county should have more frequent chemical clean up
days----perhaps, a permanent location (s)to encourage more people to
participate.

4/5 STUDENT TOURS OF TOWN HALL, POLICE, JAIL OFFERED: Have taken 2nd-4th
graders on tours of town facilities. My nieces, Jana, Benita & Moriah

4/5 PARKS AND RECREATION ADVISORY BOARD VOTES TO MAKE PLAYGROUNDS SMOKE
FREE...Town Board to approve resolution at April llth meeting

Requesting that Assemblyman Brodsky and Senator Spano facilitate meeting
with delegation to State legislature in Albany so that group home tax
relief lobbying initiative can be advanced

MET WITH COUNTY LEGISLATURE to discuss need for more county involvement
re: development/acquisition of baseball, football, soccer fields.
Representatives of different communities joined us in our lobbying
initiative. The County Executive's chief advisor, Larry Schwartz,
advised me that the County Executive would be including development of
fields in his state of the county message. We received a positive
response.

ONE POSSIBLE LOCATION FOR ADDITIONAL PLAYING FIELDS: LANDMARK AT
EASTVIEW--land borders Mt. Pleasant and Greenburgh.

3/22 Seeking volunteers to serve on Affordable Housing Task Force to
work with county in identifying possible ways of increasing affordable
housing in Greenburgh. John Afoun is the chair. Eddie Mae Barnes is a
current member.

Supporting Assemblywoman Galef's bill A 6986 making drousy driving a
misdemeanor

Town Board approves resolution supporting request of Full Gospel Church on 
Old Tarrytown Road for a grant to demolish existing house on the property and 
to build a child care center.

2/28 DROWSY FATIGUED DRIVING CAUSES ACCIDENTS ...pushing for state laws to 
make it a crime....NY does not have a Careless Driving law. Under current NY 
State Vehicle and Traffic laws no violations, summonses, citations, 
suspensions, revocations or fines are cited to a non commercial driver who 
falls asleep while driving who either injures or causes a death to an 
innocent victim due to sleep deprivation. There are over l500 fatalities a 
year due to drivers who fall asleep behind the wheel. The state should 
prevent anyone from operating a motor vehicle while the drivers ability or 
alertness is so impaired or likely to become impaired through fatigue.

Town Board approved resolution calling on state to reimburse localities
for taxes lost as a result of group homes. We're organizing a regional
lobbying initiative.


MASTER PLAN relating to technology needs of town to be conducted. We
have hired ACS for $32,840 to look at our computer needs and to address
all current hardware, software, internet communications, security needs
and training needs.

1/l8 Town Board to hold hearing on new law on Jan 25 at 7:l5 PM to
regulate the ownership of aggressive dogs. Owners of dogs that have a
history of biting people will have to take precautions. Muzzled in
public..kept on a leash no longer than 4 feet. .owners would build a
fence around their properties and post warning signs.Liability insurance
worth at least $50,000 will be taken out by owners.
