9/6  UNIFICATION CHURCH PROPERTY UPDATE: Spoke to Kate Garrett, projects manager of the Trust for Public Land today. Was advised that the option to purchase the property as open space had expired in August and will be extended to mid December. The town will continue to wage an aggressive effort to acquire this property (Taxter Ridge) as open space


DEDICATION OF 9/11 MEMORIAL GARDEN TO TAKE PLACE ON 9/11 at 8:45 AM at Veteran Town Park, multipurpose center. All invited to attend as we remember the victims of the World Trade Center tragedy.

TOWN TO SEEK COMMUNITY DEVELOPMENT BLOCK FUNDING FOR POLICE LAW ENFORCEMENT EXPLORER POST--The program will be a year round education program and involve youth in police operations. the program is designed to interest young people in law enforcement, foster interest in the profession as a possible career path and improve relations between the police and its younger constituents (l4-l6 years of age).

 

8/22 GREENBURGH'S ENERGY CONSERVATION MANDATE IS FIRST IN NY STATE---APPROVED UNANIMOUSLY.. The Greenburgh Town Board unanimously approved legislation mandating energy conservation in new residential buildings. The Town Board also adopted a resolution directing the administration to work with Pace Law School, NYSERDA, USDOE, USEPA to develop specifications and legislation so that the town can mandate energy conservation in commercial buildings. We will also comply with energy conservation mandates when building a new town hall/library and when facilities are renovated.

OTHER LOCALITIES HAVE ALREADY CONTACTED SUPERVISOR PAUL FEINER REQUESTING COPIES OF LEGISLATION---Greenburgh's innovative legislation will create momentum around the region for energy conservation and hopefully lead to the shutdown of Indian Point.

8/2l  TOWN BOARD TO SCHEDULE PUBLIC HEARING FOR OCTOBER 9TH for purposes of creating a new full time Judge (eliminating one part time Judge). After the 2003 town elections there will be one full time Judge and one part time Judge, if this legislation is approved. We want to adopt the legislation this year to give possible candidates and the two Judges who currently serve as Town Judge the time to determine which of the two positions they want to run for in 2003 (full time or part time).

8/19  TOWN BOARD TO VOTE ON RESOLUTION DIRECTING TOWN ADMINISTRATION TO WORK WITH PACE LAW SCHOOL, NYSERDA, USDOE, USEPA TO DEVELOP SPECIFICATIONS AND LEGISLATION SO THAT TOWN CAN MANDATE ENERGY CONSERVATION IN COMMERCIAL  BUILDINGS WITHIN TOWN AND BUILDINGS OF FOUR STORIES OR MORE.  Also........Town Board to vote on resolution directing energy conservation measures to be complied with when town facilities are built or renovated.   Town Board is expected to approve resolution this Wednesday requiring energy star conservation measures to be incorporated into all new l/2 family dwellings or multi family dwellings of 3 stories or less. 8/l4  GREENBURGH TOWN BOARD TO VOTE ON MANDATING ENERGY CONSERVATION IN NEW CONSTRUCTION AT TOWN BOARD MEETING AUGUST 21ST.Yosemite Park  7:l5 PM. Local law will require energy star specifications for all new one or two family dwellings or multi family dwellings of 3 stories or less. New dwellings will use considerably less energy than if built to prevailing building standards with NY Energy Star Labeled Home guidelines at the time of initial construction. NY Energy Star labeled homes use 30% less energy for heating, cooling, and water heating than those built to the l993 Model Energy Code guidelines.  Greenburgh will be 2nd locality in nation to have such a law. 8/9 MOODY'S GIVES TOWN OUTSTANDING BOND RATING Aa1--MENTIONS THAT THERE HAS BEEN A "RAPID PAYOUT OF 83.9% OF DEBT IN 10 YEARS."  The district's debt burden is currently modest at l.8%. "Tax appeals continue to level off." "Town's sizeable 200l full value per capita of $l22,295 is above regional and national norms, reflecting the high concentration of wealth in the town." Moody's also said that the town is in a "strong financial position with substantial reserves, modest level of rapidly amortized debt." They complimented the town for "prudent fiscal management and excellent property tax collections."

EAST HARTSDALE AVE GETS FACE LIFT WITH NEW STORES: Synergy Fitness Center has received its temporary certificate of occupancy. The new animal hospital will open on Thursday. The Pharmacy will complete some streetscaping. Cybermobile making regular stops on the ave. The revitalization of E Hartsdale Ave is underway! The street looks better than it has in many years.

THEODORE YOUNG COMMUNITY CENTER TO CONDUCT MAJOR REVIEW OF ALL PROGRAMS-- We will be distributing questionnaires to those who use the programs at the Theodore Young Community Center as we complete a major review of all existing programs. In addition, we will be forming a program advisory committee to work with Community Center leadership on program analysis and promotion. Questionnaires will be available at the center, the library, at religious institutions and at town hall later this week.

8/5 CON ED TO PROVIDE REFUNDS FOR POWER OUTAGES--I contacted Con Ed today and was advised that those who experienced extended service outages as a result of the storm may be entitled to reimbursements for food losses. 7/26  Greenburgh Town Board met with Cable TV Advisory Board earlier this week. We expressed our support for the proposal to create an independent cable access TV board that will oversee operations of cable TV public access programming.  A formal recommendation from the Cable TV Advisory Board will be presented to the Town Board in September.

7/l8  Building department to sponsor Information Forum on August l4 at 6 PM "Is Your Client's House Ready for Sale" -town hall. Focus: how the town can help facilitate your closing, requirements for certificates of occupancy, legalizing previous alterations, how to apply for a building permit, checking assessment and building records, setback requirements.

7/l0 COUNTY COMPLETE 22.l MILE LINK OF NORTH COUNTY TRAILWAY -a half mile segment, south of Rt ll7 in Mt Pleasant and 500 ft segment in Eastview. County to link missing links of South County trailway (Eastview to Warehouse Lane) this fall. This is good news to cyclists who use the old Putnam Right of Way bike trails. Have written many letters calling on county to finish this project. Was pleased to be at dedication ceremony today.

7/9  CRANE POND GEESE DROPPINGS FOLLOW UP ACTION: Last week the Greenburgh Parks and Recreation Department met with a representative from Westchester Wildlife Control to evaluate the Geese problems at Crane Pond. Over 2l baby geese were believed to be illegally relocated to Crane Pond and there is currently an excessive "droppings" around the pond and near area homes. Many people are concerned about the potential health problems.  The Town is considering submitting an application to the Department of Interior US Fish and Wildlife Service for getting a depredation permit that would allow the town the option to have the geese relocated. Another suggestion made by the company that we retained: make future eggs infertile. There is a problem: the US Fish and Wildlife Service is back logged with applications. I will contact representatives in Congress and ask them to help.

6/28  AVALON  DEVELOPER OFFERS TO REDUCE NUMBERS FROM 794 TO 444: . They would like to have the ability to come before Town with another 200 units at a later time. If they receive permission for the additional units they would be prepared to make a $3 million donation towards the unification church park acquisition (Taxter Ridge).  Danny Gold, Deputy Supervisor, will be organizing a meeting with his CITIZENS GROUP and the applicant to determine if a compromise can be reached. The proposed numbers may still consist of too many units. But......it's a positive next step. In my opinion, compromise is better than litigation.

6/26  BRENT BASS NAMED AS NEW DEPUTY COMMISSIONER OF PARKS AND RECREATION. Brent, currently Deputy Commissioner of Recreation for Mount Vernon, grew up in Greenburgh and worked as Recreation Supervisor for the Fairview Greenburgh Community Center from l993 to l995. He also worked at the Centennial Olympic Games in Atlanta, Georgia

July llth: hearing on proposed Comprehensive Plan. Draft version will prohibit large scale residential development at the golf courses in Greenburgh...make it more difficult to develop on steep slopes and wetlands. 29 large parcels of land which account for 2,5l9 acres are studied. The plan also recommends a targeted program of open space preservation (acquisitions, easements, similar actions). There is a recommended program of right of way designations and development for the town's trail system. Creation of a new Planned Campus Development District for Keren Property...

6/2l: SPECIAL RECREATION PROGRAM FOR DISABLED STARTS WITH PARTICIPATION FROM
SIX VILLAGES... Susan Edelstein has been appointed Director of Special Recreation and will organize
programs with the six villages and unincorporated Greenburgh. Therapeutic recreation services will be
provided year round. We will service children and adults with disabilities. In addition, the town through
a fulltime employee will act as the initial contact for all recreation inclusion needs and referrals. A 9
member special recreation advisory committee with representation from each of the villages will be
created and will expand programming.

6/20  Town Board voted to approve a resolution to enter into a letter of agreement with WESTHELP so the town can begin receiving $l00,000 a month retroactively until the terms are incorporated into a final agreement.

Town Board  schedules hearing on comprehensive plan for JULY ll at 7:l5 PM at Town Hall. Draft Comprehensive Plan to be placed on towns web site soon. The town's comprehensive plan focuses on the town's vision for conserving its important open space resources, while concurrently balancing this goal with the need for prudent economic development. 29 large parcels of land which are the subject of the comprehensive plan account for 2,5l9 acres.

Tours begin in Tarryhill Homeowners area off Route 9 across from Lyndhurst Estate at the top of the Roundabend cul de sac. The property is currently owned by the unification church. I am pleased to invite you to the dedication of the regions first cyber book mobile tomorrow (Saturday) at noon on East Hartsdale Ave in front of the train station.

The cyber book mobile is an old fashioned book mobile with satellite internet access. The cyber mobile will make stops at the town pool, train station during afternoon rush hours, senior centers, streets, parks and playgrounds. Residents will be able to order a book in advance and have it delivered to them....stories will be read to groups of small children inside the bus! If a parent takes their child to the pool they'll be able to go on the internet while their child is swimming.

No other community in the entire metropolitan area has this high tech cyber book mobile. It's awesome!

6/13 GREENBURGH MAY BECOME 2ND COMMUNITY IN NATION TO MANDATE ENERGY

CONSERVATION IN NEW CONSTRUCTION--ONLY OTHER COMMUNITY IS FRISCO, TEXAS.

Town Board continues public hearing on proposed local law to require

compliance with energy star performance standards to June 26th at Town Hall.

Meeting to begin at 6 PM, hearing after 7:l5 PM. Energy Star labeled home

generally uses about 30% less energy for heating, cooling and water heating

than a home built to current code requirements. Features: improved

insulation, advanced windows, tightly sealed ducts, high efficiency heating

and cooling, reduced air infiltration.

 

TOWN BOARD MEETING AT BABBITT COURT PROVIDES RESIDENTS WITH FLOOD CONTROL

FOLLOW UP. Since June,200l removal of approximately 2000 cubic yards of

debris from Saw Mill River eliminating debris dam...completed Flood Hazard

Mitigation Plan and submitted to SEMO (NY State Emergency Management Office)

for endorsement...completed application for grant assistance for elevation of

homes in Babbitt Court area...improved communications between town and county

Parks Department regarding debris clearance and maintenance along County

Bikeway...made recommendations to TIF consultant regarding flood hazard

abatement measures...WE ARE establishing a post storm river inspection

procedure to identify future incidents of debris dams along river...ongoing

dialogue with US Army Corp of Engineers and NY DEC regarding large scale

flood improvements of flood measure project...meetings of Saw Mill River Task

Force...working with Town TIF district consultant to develop a program for

implementation of flood control measures in a sequence that will not

adversely impact other areas...CONTINUING TO LOBBY feds and state governments

to implement large scale flood improvement project...will include in future

capital budget small watercraft to facilitate ongoing river inspection and

maintenance

6/5  Earlier this year I announced as one of my goals (#20) pushing for state legislation so seniors would not have to apply for STAR exemptions annually. I am pleased that the newly enacted state budget amends the STAR application process so senior citizens no longer have to apply every year through their local assessors to verify eligibility. Previously, if someone forgot to reapply they lost their STAR benefits. Under the new process assessors will provide a list of STAR recipients to the state Department of Taxation and Finance to verify STAR eligibility.

5/29  Con Ed is offering to install a programmable carrier thermostat (value $300) for free. Once installed, you'll be able to activate your central air conditioning manually, at home, or remotely, from anywhere -via the internet. Call l866 52l 8600.

5/23 GREENBURGH TOWN BOARD APPROVES LOCAL LAW BANNING ANIMAL ACT CIRCUSES ON TOWN PROPERTY BY A 3-2 VOTE.  Did you know that since l990, 56 people have been killed and more than l20 seriously injured by captive animals. Electric prods, whips and bullhooks are also cruel. Law takes effect in July.

Town Board also approves resolution in support of evaluating the purchase of new wind energy as an energy conservation measure

5/22 NEW TEMPORARY TRAILERS BEING INSTALLED TODAY AT TOWN HALL AND LIBRARY--to help town deal with space shortage. Town Hall trailer to be new offices of Planning Department. Once Planning Department moves out of their current offices and file cabinets removed from halls Town Hall to be reopened to civic groups for meetings in auditorium.

5/20 GREENBURGH RESIDENT BURNT OUT OF HOME AT 195 GIBSON --needs housing help.
Greenburgh resident Julia Wise is 78 years young. She was burnt out of her home last week. She is
looking for assistance in relocating. She lives on social security and can pay under $400 a month for a
one bedroom. If you know of anyone who has an extra room who would like to help a friendly and very
nice person who needs help please call her at her sisters l 7l8 293 62l4 or call me.

5/l6 I have introduced a resolution calling on the Town Board to evaluate energy efficiency opportunities and to consider using resulting efficiency savings to purchase new wind energy (wind power probably will be located in another upstate community). Town is working with Pace Law School Energy Project and its energy efficiency consultants at Community Energy. We plan to evaluate energy efficiency savings opportunities in town facilities and investigate possible funding from the US Department of Energy, NYS Energy Research Development Agency and other sources.

PROPOSING THAT TOWN CONSIDER LEGISLATION BEING REVIEWED BY VILLAGE OF DOBBS
FERRY TARGETING ABANDONED BUILDINGS. The Dobbs Ferry law will classify properties such
as the former showroom as public nuisances and require owners to pay a hefty fine. Could this law
apply to vacant space on E Hartsdale Ave? 


5/8 PROPOSING THAT COUNTY CONSIDER HAVING A DOG PARK--POSSIBLY AT RIDGE ROAD
PARK IN HARTSDALE. There is a lot of land at the park and dogs would be able to get off their
leashes and play together in a safe environment. A fenced in location with access to water would be
needed. There are dog parks around the nation. They have rules, regulations, are self governed and
serve an important need.

Town Supervisor Feiner to cycle to Vermont weekend of June 9-l0 to raise funds for Westchester Putnam Special Olympic and WARC. It's a 200 mile bike ride. This is the Supervisor's llth year participating in the ride.

4/25 TOWN BOARD TO EXTEND MORATORIUM ON DEVELOPMENT UNTIL END OF

(June, 2002)...Public hearings on draft GEIS (July/August, 2002)...

public comment period for Draft EIS ends (August)...Town Board issues Notice of Completion for final
GES (November)..Town Board issues findings on final EIS (January,2003)


4/l7 FIRST IN THE STATE TO MANDATE ENERGY CONSERVATION: I have introduced proposed
legislation before the Greenburgh Town Board that will make the Town the first locality in NY State that
will mandate energy conservation in new construction-both commercial and residential. The proposed
legislation will require new residential and commercial buildings to comply with federal Energy Star
standards. This program is a performance based program requiring homes to be 30% more efficient
than a typical home. Energy Star homes must incorporate a specific ventilation system, include
appliances or lighting that conserve electricity, be tested for air tightness, duct leakage and for
sufficient amounts of combustion air. Once constructed, each home is independently rated, inspected
and tested. I am working with Daniel Rosenblum of Pace University's Center for Environmental Legal
Studies (and a Greenburgh resident!) and the Federated Conservationists of Westchester to make
Greenburgh a model for the state and nation on energy conservation.

4/l9  HARTSDALE TRAIN STATION TO BE ENHANCED AT THE END OF THE YEAR...The Hartsdale station overpass will be enclosed with operable glazing and doors at the top of the stairs with new lighting and heating. The overpass structure will be repaired and painted. The existing stairways from the overpass to the platform level will be enclosed with glazing and new cast aluminum stair treads, lighting and stainless steel handrails. 4/l8  PLANNING BOARD APPROVES REQUEST TO USE $400,000 from developers escrow funds for the construction of a wading/interactive pool at Veteran pool complex. The 2 existing kiddy pools at the pool complex will be demolished and replaced with a zero depth entry pool with water features of bottom bubblers, deck sprays, a raindrop teacup and other interactive items. The Town Board is expected to approve this at our April 24th meeting.

Construction to take place after summer,2002 season is over -- will be complete for summer 2003 season.


4/l2 REQUEST FOR VARIANCES( DROUGHT EMERGENCY) CAN BE OBTAINED BY CALLING
DEPARTMENT OF PUBLIC WORKS 993 1574. The Westchester County Drought Emergency Task
Force rules on waiver requests....

April 24th DEDICATION OF 85% DISABLED ACCESSIBLE PLAYGROUND AT VIRGINIA ROAD
SCHOOL 1 pm. Playground includes swings that can be operated with arms, not legs. Ramps that
accomodate wheelchairs. Safety barriers. And...tactile objects for kids with autism...

4/2 FREE TOILET LEAK TEST KITS TO BE DISTRIBUTED...The town is working with county/nyc
officials in making sure that the new water restrictions are complied with. We have ordered toilet leak
kits which will be distributed to residents for FREE! Toilets leaks are common and waste water. The
test is simple. Open a bag. Drop one toilet dye strip in the tank. Wait l0 minutes. If color appears in
the bowl you have a leak. E mail me with your name, address if you want one sent to you.


4/l CRANE POND ENHANCEMENT UPDATE: An aerator fountain has been delivered to the
Parks & Rec Department and will be installed this spring. New trash receptacles will be placed
at the pond. Permanent electric service for aerator fountain has been installed. The fountain will
be installed each spring and removed each fall.

3/2l TOWN SETTLES CONTRACT WITH TEAMSTERS: Effective January l,200l
wages 
increased by 3%. 3% increases effective January l, 2002. And, a 3%
increase 
effective January l,2003. Teamsters have been working without a contract
for 
over a year. Increases to be paid retroactively. Earlier this year the
Town 
settled a contract with the CSEA: also providing them with 3% increases
for 3 
consecutive years.

3/l8 TOWN SUPERVISOR RELEASES 2002 PROPOSED CAPITAL BUDGET ($2,733,000)...includes:
2 temporary trailers for town hall/library ($65,000)...funding for modernization of the kiddy pools at
Veteran Park ($225,000), renovations to police headquarters ($400,000), in car video cameras to allow
police department to measure quality of citizen/officer contacts ($43,000), renovations at Theodore
Young Community Center restrooms ($80,000) and more. See complete report on our web site


3/l5 URGING CABLEVISION NOT TO CHARGE CUSTOMERS PREMIUM PRICE TO SEE YANKEES
ON CABLEVISION SYSTEMS...have written to Cablevision to complain about current fee structure. If
you'd like to be part of a lobbying campaign e mail me at pfeiner@greenburgh.com. Perhaps, if
cablevision doesn't change its rate structure we should resume efforts to promote cable TV
competition. MSG used to be the exclusive home of the Yankees. Now, MSG doesn't air the Yankees
on their network. Shouldn't customers get a rate reduction for reduced service, instead of a rate
increase?

3/l2 The Federal government plans to cut Westchester County's Community Development Block
Grant allocation by 50%. Am writing to US Secretary of Housing Mel Martinez (45l 7th Street, SW,
Washington DC 204l0) urging the federal government to reconsider. Sine l976 Greenburgh has
benefited from this program: we've received funds for child care service enhancements, code
enforcement, housing, employment training, health services at the Greenburgh Health Center,
playgrounds & public housing modernization. Please write to Secretary Martinez and contact Senator
Schumer (757 3rd Ave, NYC l00l7) and Senator Clinton (780 3rd Ave, NY, NY l00ll7)

3/9 YOUTH COURT REESTABLISHED BY POLICE DEPARTMENT! Soliciting proposals to oversee
student run storefront - job training program for low income students, using some proceeds from
WESTHELP...Urging NYS to conduct feasibility study in reference to possible condemnation of Indian
Point (condemnation would be subject to vote of the people)...appointment of Alan Hochberg,
Councilwomen Juettner, Barnes and Chief Kapica to draft proposed written procedures to be submitted
to Town Supervisor in reference to security procedures...Recommending appointment of Murray Bodin
to Antenna Review Board (vote to take place March l3th)...Recommending appointment of Reverend
Wiley Waverly Robinson and Andrew Teodorescu to Police Community Advisory Commission...



SAFETY IMPROVEMENTS ON 9A PROPOSED... 
In recent months many residents have stopped by at my supermarket problem solver desk at
Stop and Shop on Sundays to express their dismay at the traffic safety problems on Route 9A in
unincorporated Greenburgh. Earlier this year we suffered another fatality on 9A. In this case a teenage
high school student who was a passenger in the involved vehicle lost his life. There was another fatality
in l997 and a third fatality in l999 in which a worker was run over by a construction vehicle. I have
asked the Police Chief, John Kapica, to make recommendations and am very pleased that he has
developed a proposal which I enthusiastically endorse.

Rt 9A or Saw Mill River Road is a major north/south artery running through Greenburgh, Ardsley
and Elmsford for a total of about 7.6 miles. Speed limits along the portion of 9A fluctuate between 30
mph and 45 mph. In fact, there are currently 4 different speed limits in its 7.6 mile length. We are
recommending that the speed limit on 9A be reduced to 35 mph through the entire area of Greenburgh.

We are also proposing that the state review the grade of the existing road through the l.l miles of
curves on 9A south of Elmsford. Some changes might be appropriate. We also suggest applying high
friction pavement along the stretch containing the curves.

The above recommendations, if implemented by the state Department of Transportation has the
potential to save lives. I will ask the Town Board to endorse these recommendations formally at our
next meeting and want to thank residents who contacted me for encouraging me to get involved.

Town settles contract with CSEA: Effective January l, 2002 wages will be increased by 3%. 3%
increases effective January l,2003. And, a 3% increase effective January l, 2004

NEIGHBORS VOTE TO SUPPORT HOMELESS SHELTER 
February 21: Residents of the Mayfair Knollwood Civic Association attended a meeting at Greenburgh
Town Hall on February 2lst and voted 90+ to ll to support extending the lease of the WESTHELP
homeless shelter for l0 years. Supervisor Feiner, who was a member of the Westchester County
Board of Legislators over l0 years ago when the legislature originally placed the homeless at
WESTHELP (despite overwhelming community opposition) indicated to residents that he would
support their recommendations which have to be approved by the Town Board. Among provisions of
the agreement: Westchester County will sign an interim agreement with the town to pay the town
$1,622,844.00 a year so WESTHELP can continue providing services to homeless individuals. The
money will go to the town and be distributed to the school district, Fairview Fire District, town and
neighborhood. The county will agree to reduce the number of residents at the proposed Grasslands
shelter from 221 to l49. The county will also agree to support a legislative ban on the development of
future homeless shelters within a radius of the proposed Grasslands shelter. The county will also pay
a fine of $l000 a day for any resident at the shelter over the agreed upon cap.

WITH THE TOWN GOVERNMENT IN MAKING A DECISION IMPACTING THEIR LIVES....THIS WAS
DEMOCRACY AT ITS BEST! IN ADDITION, THIS IS A WIN WIN WIN FOR EVERYONE. The
homeless will benefit by getting continued services at WESTHELP. The neighborhood benefits: a
dividend and revenue for living near homeless facilities. And, people feel better about their
government--they don't feel shut out of the process!


2/l4 TOWN BOARD MET WITH REPRESENTATIVES OF HASTINGS AFFORDABLE HOUSING
COMMITTEE...to discuss a proposal to turn over foreclosed land to village of Hastings for affordable
housing. The village's preferred developer is A & F Commercial Builders. They are proposing to build
l5 units of housing at the foreclosed property on Division/Warburton, 9 of these units would be
affordable. A 3 bedroom affordable apartment would rent for about $l000. The developer also plans to
use part of the building for retail/professional uses. The town is owed $224,279 in back taxes. The
issue: should the town right off the back taxes...require the village to pay all or part of the back taxes
so that the process of turning the land into affordable housing could proceed? Hastings will contact the
county to see if there are county funds available.........

l/2l Greenburgh to expand Police Department's in car video program through the purchase of
additional video cameras and wireless microphones for the town police department's marked police
vehicles. The installation of these devices will provide the police with a valuable training aid; will help in
the investigation of complaints against personnel;; be used to measure the quality of citizen/officer
contacts; help gather recorded evidence for the prosecution of violators and contribute to officer safety.
Presently, these units are installed in two of the department's vehicles. I would like to see them
installed in every car.

l/l8 TOWN SUPERVISOR TO INAUGURATE NEW WEEKLY RADIO PROGRAM ON WVOX RADIO
ON THURSDAY 10 am TO 11 am (1460) 
PROPOSAL: The New York State Legislature should relieve seniors of the requirement to applly
annually for STAR benefits.3200 seniors have to reapply annually. Many are frail, some in poor health.
Many worry about missing STAR deadlines. I'll be pushing the State Legislature to adopt this reform

l/9 MARK STELLATO, AICP, NAMED AS TOWN'S FIRST FULL TIME
COMMISSIONER OF PLANNING IN TEN YEARS. Mr. Stellato, who currently works
for the City of New Rochelle, has l3 years of experience in land use
issues. He received his Masters in Public Administration from NYU and a
BA from Iona College.

TOWN COMMITS TO ALLOCATING UP TO $3 MILLION OR 25% of the cost of
acquisition (whichever is less) in partnership with the County of
Westchester and State of NY, for the preservation of all or part of the
l99 acre segment of Taxter Ridge, currently subject to an option with
the Trust for Public Land. Town Board vote: January 9th.

EDGEMONT SCHOOL INTERNET THREAT: I had asked the Federal Court to
reimburse the town for our police overtime costs. Am pleased that a
Federal Judge agreed and directed the defendant to reimburse the town
for our costs. This is precedent setting and will act as a deterrent.
Students who commit these crimes should be responsible for their
actions.
