The Greenburgh Parks and Recreation Advisory Board approved a resolution recommending that up to $40,000 in non taxpayer dollars (developer escrow funds) be used to redevelop the ball field at Richard Presser Park on Central Ave in Hartsdale.

The proposal now goes to the Greenburgh Planning Board. If they issue a positive recommendation the Town Board will then vote on releasing the non taxpayer dollars and authorizing the redevelopment.

At the November 7, 2018, Greenburgh Parks and Recreation Advisory Board meeting a resolution was unanimously passed recommending that up to $40,000.00 in Trust and Agency Parklands Fund PN0000 203900 (also referred to as developer’s recreation escrow funds) be used for the redevelopment of the ball field at Richard Presser Park.

In the 1990s, utilizing in-house staff, an attempt to build a ballfield at Richard Presser Park was made.  However, the field was never constructed properly. For many years the area remained unsuitable for competition and remained neglected. The current condition of the skinned infield is not graded properly, causing a standing water problem after it rains. Furthermore, none of the bases are anchored to the ground and the dimensions do not line up correctly, posing a possible safety hazard as well as not meeting industry standards for these types of fields

This past spring a contractor from upstate New York was hired to work on the two ball fields at East Rumbrook Park.  We  have a shortage of ball fields in our park system, and this project will allow us to offer our residents another needed field for practices and regulation youth and adult games.

As required by Town Law, the Parks and Recreation Advisory Board must make a recommendation on any escrow-funded proposed project or land acquisition and then pass that recommendation on to the Planning Board for consideration. After the Planning Board makes a recommendation, both recommendations would be passed on to the Town Board for a final decision. Your assistance in placing this project proposal on a future-planning board meeting agenda would be most appreciated.
