4 corners discussion @ 10 AM... A University Student Intern's Report on Central Ave

The Greenburgh Town Board will meet at 10 AM today to discuss the proposed Hartsdale 4 Corner's revitalization effort. Our meetings are streamed live on the internet: www.greenburghny.com.  

University student Benjamin Mann spent the past month interning in the Town of Greenburgh’s  Office of Community Development and Conservation. We assigned Ben an important and interesting project: to analyze Central Ave: the business dynamics and areas for improvement. Ben took a look at the entire Central Ave corridor in Greenburgh, not just the 4 corners. Central Ave has attracted great restaurants, interesting businesses, specialty food markets and a number of fitness centers--including one with an indoor pool!  However, e- commerce has increasingly taken a toll  nationwide as well as  in Greenburgh  and Ben's internship assignment was to  come up with recommendations specific to our area for current and future businesses.

 

 Ben found that there are 40 vacancies along the 3 mile stretch in Greenburgh. Some new businesses are having a hard time staying open. Old businesses are closing at a faster rate than before. Large commercial spaces occupied by national retailers are going vacant. At least four space, ncluding two on the Four Corners,  have been vacant for ten years or more.The Town Board is meeting today to discuss initiatives to revitalize this section of the Town.

Ben discusses the views of interviewees who felt that Greenburgh has laws that are too restrictive. Among them: the length of time to get permits; parking requirements, tough signage regulations and restrictions on dining establishments.

 

Ben points out that there are many access and exit points  issues on Central Ave and a need to improve traffic flow.  Lack of sidewalks, inadequate bus stops (that lack seating and protections from  the rain or sun) and unattractive aesthetics are highlighted. The report also suggests livening up the area with events, increasing artistic engagement  and encouraging new  businesses to open that provide services that cannot be obtained from internet sales. Ben concludes his report with recommendations, including those dealing with parking, signage, transit, aesthetics, and use regulations.

 

Ben was raised in France and has dual nationality with Westchester family roots. His international background enhances his perspectives. Ben is studying Geography at the University of Bristol, UK. Ben aspires to be a Planner in Europe after his University years. The  attached report and its recommendations are his own. Ben does not try to or seek to serve the interests of any individual or party.

I will be sharing the report and recommendations with the Town Board, Planning and Zoning Board members and welcome your input.
