Why are some of the back streets still slippery?

Received an e mail from a resident who wanted to know why some of the less busy roads are still slippery. Here is an answer.
The strong winds continue to blow snow back onto plowed roads.  With the very cold temperature salt is no longer  very effective. Today, crews are back out to address the blowing snow and conditions on the less busy roads.
We are doing everything we can to make the roads as safe as possible.  Please be careful. Black ice is dangerous and contributes to falls, serious injuries and death. Hospitals are always very busy after a storm.
I would like to thank our Public Works and parks department employees who worked very hard during this storm for their excellent job.
