Utility ESCO one year progress report....FEEDBACK: LIBRARY PARKING EXPANSION PROPOSAL

Last year the Town Board and a number of other communities in Westchester entered into an agreement with Sustainable Westchester to provide energy to residents. This is the first of its kind in NYS. Sustainable Westchester entered into a 2 year contract to supply 90,000 homes and businesses with electricity at fixed rates. Rates could not go up during the two years of the contract. Members of the Town Board and I promised residents that we would provide updates.  The good news: Everyone in Greenburgh who is part of the agreement (those that did not opt out) saved money during the past year. However, the savings have been very modest. If Con Ed rates had gone up significantly during the past year -the savings to you would have been much greater.

Updated comparison of rates vs utility variable rates
Last week I sent an email blast to glist subscribers advising that the proposed capital budget includes funding to increase parking at the Greenburgh Library. Many residents wrote to me stating they like the idea. Here are comments (names and e mail addresses deleted)

Our library is the best!  At times parking is a problem, but sitting patiently usually pays off - but more spaces is a great idea.

The Greenburgh Library is a terrific town and community resource, but the parking is not good!  There just are not enough spaces at the busiest times.
 
For those who have difficulty navigating steps, the number of available spots is even more limited.  The upper level parking area leads to the Library's second floor and to my knowledge the door is locked - at least from the outside.
 
Looking forward to better parking and more chances to enjoy Greenburgh Library!

I have noticed that the library parking lot is full sometimes, usually on the weekends or when certain events are going on. I have parked on Joan Ave, just south of the library, when this happens.

Yes, I also experience parking problems weekly. I love the classes offered in the children's library. The woman are great upstairs. I just wish there was more parking for mothers with infants in strollers. Often times I'm forced to park at the far end.

Paul, Yes, we need parking twice I have come to the library with my Kids and ended up driving back home with disappointed kids in the car. It will be appreciated if we can add more parking

I am a school librarian, and use our amazing public library 3 -4 times a week. (Working there was also my first FT job out of library school in 1997!!) 
 
Like you, more often than not, I end parking quite far from the entrance.  I can use the exercise, but it's not so convenient on a rainy day!  On weekends it is often impossible to find spots at all! 
 
I fully support the initiative to create more parking!!! I love that our library is such a great resource, and is so well used!!!!

you can also tell them it so important to moms who come with their little ones.  It is frustrating to arrive and have no where to park if you are coming to spend quality time with the kids.  So many of us want to teach our kids to love books and the trip ends up being frustrating because you can't even go in - kids make negative associations about going there.

Thanks for your interest and efforts in seeking additional parking at the library.  I have had trouble parking there many times, but particularly on Monday nights (when I attend a 7pm meditation class) and Saturday mornings.  Would appreciate any efforts to expand the parking given all the things our library has to offer.

Hello Paul,
I agree the library could use more parking. I bring my grandchildren to programs at least once a week. Two story times are scheduled back to back which makes it harder to find a spot if you attend the later group. Also parents tend to remain at the library for play and book selection following the program so even fewer spots become available.
What would really help, in addition to parking, would be an entrance to the building on the upper level near the Children's  Room. This was the original entrance as you may recall? It would allow for safer entrance and fewer steps for little feet.
Looking forward to more parking spaces, but please consider additional entrance as well .

Parking at the Greenburgh Library is an ongoing problem, not only when there are special events at the library, but routinely, on weekdays. It is very inconvenient and even dangerous to have to park across the street and then walk across Route 119 to get to the library.The library and the many programs it offers are a tremendous asset to the community, and especially to seniors (I am one). But without convenient and affordable public transportation in Westchester, we need a place to park!

Hello Paul,
 
I wrote to you last year about the parking.  The library has upstairs parking with no entrance to the library from there (which makes no sense), also there isn't enough handicap spaces. The handicap we do have is a distance from the entrance.  This also makes it harder to get to the library.  As you said there are a lot of people utilizing the library and the parking is definitely inadequate.  Hopefully, when the plans are drawn up you will include some of the people who utilize the library to help come up with a better plan.  Thanks,

there's also been times where I was not able to get a parking spot close to the entrance, I think that they should also have parking for parents with multiple children, especially since they have many children's programs!!

That is really good news. Can you please make sure that they put more handicapped parking spaces at the bottom level of the library where we cyber seniors go in for the twice monthly classes?  That would be really really helpful.

Paul, 
I don't know if it was ever considered, but I would like to suggest adding a drop box/return box to the center island of the traffic circle in front of the library.  Currently, drivers park, even if only for a minute or two (or worse, leave their cars idling and unattended) in the circle so they can run in to drop items that they are returning in the slots inside the doors.   They (the "parkers") can't always snug up to the curb in the circle, and they block the entire circle, again, even if it is only for a minute or two. A covered drop box with a slot extending to the curb would allow returns in all weather and protect the returned items.  Just a suggestion....
