REMINDER--REPRESENTATIVE OF NYS TO SPEAK ON PAYNE STREET BRIDGE WED EVENING AT 7:30 pm

We hate to inconvenience any resident but at times construction work has to be done. And the bridge work near Payne Street in North Elmsford is critical. A representative of the NYS Department of Transportation will be meeting with the Town Board and community this Wednesday evening at the Town Hall at 7:30 PM --and will make a presentation at the beginning of the meeting. Residents who live near Payne are encouraged to attend.
Elmsford officials and first responders have been briefed by the NYS DOT.  Received the following e mail this morning.

Hello Everyone,
 
NYS DOT have progressed the Plans and they are now complete and being prepared to send out to bid to the contracting community in the next couple of weeks. I have attached to this email a pdf that shows the Payne Street Closure/Traffic Control details and notes. To summarize, the Department knows the biggest traffic impact for this Project will be the restriction of traffic on the Sprain Brook Parkway from 3 lanes in each direction to 2 lanes in each direction. In order to facilitate the shortest time frame of the traffic interruption up on the Sprain Brook Parkway we had to allow for the closure of Payne Street with conditions and requirements for the passage of Emergency Vehicles.  As you can see on the Plans that pedestrian access will be maintained thru the construction site on Payne Street at all times and the Contractor shall provide a 12’ wide passage way for emergency vehicles at all times. I anticipate during their work hours when men and equipment are active they will always be able to get the fire trucks through and during non-working hours the fire trucks can simply run the thru the vertical plastic bollards that will be situated in the middle of the road. The plastic bollards were chosen because they are meant to be used in areas that they may get run over.
 
We will recommend to the Department’s Construction Engineer that a pre-construction meeting should be held between the Contractor, DOT, and Emergency Services prior to the Payne Street closure so that all the details, schedules, and communication can be discussed.  If you would like to discuss our Plans and details for Payne Street please feel free to call or email me.
