SPRAIN BROOK PARKWAY/PAYNE STREET BRIDGE PROJECT

Paul Tirums of the NYS Department of Transportation will provide the community with a briefing on the plans to replace the bridge over Payne Street in North Elmsford. The briefing will take place on Wed March 8 at 7:30 PM at the beginning of the Town Board meeting.

This project will cause inconveniences to residents and motorists for a few months- once the work gets started.

We want the community to be informed.  Your input is always welcome.

I received the following letter from the NYS Department of Transportation summarizing the proposed construction plans.

Supervisor Feiner,

 

NYSDOT has been progressing the engineering work for the Sprain Brook Parkway (southbound) bridge replacement over Payne Street since our meeting with you and the Town’s officials last month. The Design Plans are almost completed and we remain on schedule for hopefully a May 2017 Award for this Project to the low bidder.

 

The Department’s major concern of this Project is the anticipated traffic congestion and backups on the Sprain Brook Parkway (SBP).  The traffic delays will be a result of the fact that both the northbound and southbound travel lanes will be restricted to (2) lanes with temporary concrete barrier and a traffic shift. Therefore, we are limiting the Contractor to an allowable 90 days maximum of this (2) lanes in each direction traffic restriction on the SBP. In order to expedite this work we are going to list in the Contract allowable work hours that include more extensive hours than stated in your Town’s Noise Ordinance. The  extended work hours for a minimum of the 90 days of SBP cross-over will be as follows:

 

·          Mon-Fri  6:00 AM – 10:00 PM

·          Saturday 8:00 AM – 6:00 PM

·          Sunday’s & Holidays 8:00 AM – 4:30 PM (if necessary)

·          Actual night work (between the hours of 10 PM and 6 AM) would be limited to any operations requiring lane closures for construction operations on the Sprain Brook Parkway.

 

The Contract will include a penalty of $35,000/day for each day over 90 days that the SBP traffic is restricted. I also want to let you know that the total duration of the Contract will be longer than the 90 days of impact up on the SBP, there will be a couple of months of construction work along Payne Street prior to the bridge closure and then we anticipate a few months of work left to be completed in 2018 to reinforce some of the MSES retaining walls beneath and around the northbound bridge structure.

 

Lastly, we did meet with Village of Elmsford to discuss the Project and their major concern was access for Emergency Vehicles (Fire trucks). We will still be closing Payne Street for a period of time, but allowing a traversable single lane for Emergency equipment at all times on Payne Street. I am available to discuss any or all of these issues with you. We will still come to your Town Building in March to present the details of this Project to whatever audience that you would like in attendance.
