Tiles falling off 9-11 memorial wall- -new design for memorial considered--what are your thoughts?

Shortly after 9-11 the Town and ArtsWestchester partnered with the Rotary Club and built a large wall at Richard Presser Park (Webb Field), Central Ave Hartsdale to honor the memories of the victims of 9-11. Over 1,000 individually painted tiles were placed on the wall The Rotary Club paid for the wall. (see NY Times article from 2003 about the wall)
In 2011 we noticed that the tiles were falling off the wall. And, we restored the wall (see link below). An artifact from the World Trade Center was also affixed to the wall. Last week, during our annual 9-11 ceremony we noticed that tiles were again falling (see attached photo).
It's obvious that there is a design problem with the wall. Your thoughts as to what we should do would be appreciated. Among options:
Tear down the existing wall. Preserve the tiles. Replace the large wall with a new design. Place the murals on the new memorial design.
Fix the wall. The problem: We tried that approach in 2011 and it did not work. Some people believe that the climate changes (hot/cold weather) contribute to the deterioration of the wall. I prefer a lasting memorial, not a memorial that will look bad every few years.
Our goal: Maintain a beautiful mural/9-11 memorial at Richard Presser Park. If you are an artist or have some engineering expertise that could be helpful to the town - please contact me and the Town Board with your thoughts. Your feedback is appreciated. E mail townboard@greenburghny.com
