UPDATE: Frank's nursery environmental review...toy drive (Housing authority)...fun event in Hastings

I received this update from Commissioner Victor Carosi yesterday re: Frank's nursery environmental review.
please consider the following update for the Franks Nursery site.
 
Today, Anthony Catalano, P.E., of Woodard & Curran Engineers met with representatives from the Spill and Remediation Department and Solid Waste Department of the NYSDEC to discuss the Frank's Nursery site.  He briefed the NYSDEC about the status of the site and the Town's intent to sell the site for possible future development.  The DEC was informed that uses could vary, from storage facility, to Assisted Living, Sports Fields, and Residential uses.  The DEC did indicate that future uses of the site could impact the degree of remediation required.
 
The DEC views the site as impacted from two separate issues - (a) the old spill action for which the permitting is still not resolved, and (b) the buried fill identified after the Towns initial site investigations.
 
With respect to item (a) the DEC suggested they will likely require over excavation of the impacted area to remove any remaining contaminant, followed by a groundwater monitoring program, if future sampling after the excavation warrants such action.
 
Regarding the fill, (b) the DEC and Consultant agreed additional field sampling and investigations are needed to more fully define the nature and extent of any contamination prior to making any determination on a clean-up protocol.
 
Woodard & Curran will (a) develop a scope for supplemental sampling for the old spill area and for plans and specifications for a review by the DEC and then submittal to the Town, and (b) Develop work scope for supplemental fill investigations, coordinate with the DEC and then provide to the Town for approval.  A further scope for any supplemental Soil Management Plan will follow after direction is provided by the DEC.
 
Timetable to develop the scope and  review by the DEC - three to four weeks (pending availability of the DEC review).
