Hartsdale Train Station improvement Project

Dear Supervisor Feiner:

In follow-up to our meeting yesterday, I am writing to provide you with a status of the improvement project underway at Hartsdale Station.

Metro-North’s design-build contractor started work at the station on August 9.  Improvements include the complete rehabilitation of the pedestrian overpass along with glass enclosure, new roofing, flooring, lighting, heating and doors.  The stairways connected to the overpass will also be enclosed and provided with new cast aluminum treads, lighting and handrails.  The platform canopy will be extended to these stairways and a new shelter and benches will be installed on the platforms.  All structural steel will be painted in colors sympathetic to the historic style of the station.  

As background, Metro-North selected the design-build method in order to reduce the overall project schedule and to include our selected contractor in the design process.  The design-build method means that the contractor is given conceptual design drawings to bid on, and upon an award begins the project.  Together with a designer, the team prepares 100% design drawings as construction proceeds.  If we had gone with the traditional design-bid-build method, extensive site investigation would have been necessary to determine the extent of the rehabilitation, and as a result, the inconvenience to our customers would have been even greater. 

As part of completing the design process, it was absolutely necessary to close the overpass and demolish the existing steel and concrete deck in order to fully expose the steel deterioration and assess its condition.  Once demolished, the contractor conducted a condition assessment and designed the structural steel repairs.  These girders were in worse condition than anticipated.  Unfortunately none of this work is visible to the public and gives the impression of a lack of progress, when in fact the design phase of the project is nearly complete.

A containment system surrounding the overpass will be installed beginning in mid-December to allow paint removal.   While paint removal is underway, steel members and plates required to repair the overpass will be fabricated.  Delivery of the steel will coincide with the completion of the paint removal so that installation can begin immediately.  We anticipate reopening the overpass during peak hours by late May.

In the meantime, the contractor has completed painting the structural steel on the platform to match the new colors selected for the overpass.  The overall completion of the project remains on schedule for the end of July.

As winter approaches, Metro-North and the contractor will continue to make sure that the platforms, ramps and stairways are clear and safe for travel during inclement weather.  In fact, canopies for the FenimoreRoadstairways will be added to the station project and, once installed next May, will provide additional protection.

As we discussed, the Town is responsible for maintaining the sidewalks along FenimoreRoadbridge. 

We regret the delay in the return to use of the overpass and, as a result, any inconvenience to our customers.  Metro-North strives to meet and exceed all safety and quality workmanship goals when we undertake station renovations.
