An 11 month multi agency investigation has culminated in the arrest 19 individuals for Unauthorized Practice of a Profession, a class E felony under the NYS Education Law. Members of the New York State Attorney General’s Office, agents from the U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), Westchester County District Attorney’s Office, NYS Department of Taxation and Finance, Elmsford Police Department, and Greenburgh Police Department Drug and Alcohol Task Force targeted (7) massage parlor establishments throughout the Town of Greenburgh and Village of Elmsford in response to numerous complaints from the respective communities alleging illicit activity at various hours during the day and evening.

 

On Wednesday, August 14, 2013, the multi agency task force assigned undercover officers to enter the (7) massage parlors as customers under the guise of receiving a massage. This resulted in 19 of the female workers being placed under arrest for not possessing properly licensing under NYS Education Law, section 6512, subdivision 1. A total of 32 individuals associated with the massage parlors were interviewed. HSI agents provided bi-lingual officers to debrief the female workers who are of Asian descent. At this time there is no evidence to suggest that the female workers were trafficked as sex slaves in connection with the businesses.

 

Search Warrants were executed for 6 of the massage parlors. Various electronic equipment and business records were seized for further investigation.

 

The following massage parlors were closed as a result of this investigation by the Town of Greenburgh Building department in violation NYS Education Law as well as numerous building code violations under the Town Code;

The above defendants are presently in police custody and will be arraigned later today in Town of Greenburgh Court by the Honorable Delores Braithwaite.

 

In addition, the following individuals employed at the Darae 54 Spa located at 54 North Central Avenue, Village of Elmsford, were arrested in connection with this investigation and charged with the class E felony of Unauthorized Practice of a Profession under the NYS Education Law, and are being held for arraignment in Village of Elmsford Court;

The high level of intelligence sharing and logistical assistance between all of the various agencies concerned was instrumental in closing down the illegal massage parlors in response to the public’s concern. The type of establishments targeted in this case has a negative affect with respect to the quality of life in the community. The investigation into these illegal operations is still ongoing.
