PHONE CONVERSATION WITH CHIEF OPERATING OFFICER OF US POSTAL SERVICE

Yesterday afternoon I had the opportunity to speak by phone with David Williams, the Chief Operating Officer and Executive Vice President of the United States Postal Service.  Before our conversation I sent him all the following e mails that I have received over the weekend from residents who responded to an e mail blast I sent out this weekend asking for feedback re: postal service deliveries. I received other complaints since I forwarded the following to Mr. Williams. The additional e mails have also been forwarded to the Postal Service for follow up action.

 

The following comments were forwarded to Mr. Williams before my conversation. Although I sent Mr. Williams the e mails with names and addresses – for the purpose of this e mail blast, all names, addresses and e mail addresses have been deleted.  Mr. Williams  promised to review each of the concerns people have highlighted in the e mails. And the Westchester district office will investigate each complaint.

 

  I suggested that the United States Postal Service hire spot checker’s who will spot check different post offices around the county and town that experience problems. The spot checker’s sent from the national Postal Service HQ could visit  the post offices unannounced and independently review the operations –to see if the offices are efficiently run and if proper procedures are followed.  Mr. Williams was receptive to the idea. If there are problems at specific post offices – extra attention could be given to those problem areas.

 

Mr. Williams indicated that the Postal Service takes each complaint that they receive very seriously. I have had a few meetings during the past two years with all the local postmasters and forward every complaint received to the regional administrator of the US Postal Service. I know that the Postal Service is trying to correct the problems many residents have been experiencing. And hope that the problems some people are experiencing will be corrected.  PAUL FEINER

Thanks for the opportunity to comment. It's hard to comment on "progress." One or two times our house has received mail for another person (not near us).

 

Today, a new, unique complaint I have:  

 

Two weeks ago, I correctly addressed (I verified the address with addressee) an envelope to my friend's grandson in care of my friend in Roswell, Georgia zip code 30076. 

 

Today I received the card back with a yellow sticker that reads "NIXIE  30026 08/23/2017 RETURN TO SENDER NOT DELIVERABLE AS ADDRESSED  UNABLE TO FORWARD SORT IN MANUAL ONLY NO AUTOMATION  BC: 56998999955."

 

 Note the "30026"-- this probably means that the zip code was read as 30026 instead of 30076, which I had written clearly. It seems that postal personnel don't check things out or use common sense!

 

Now I have to go to the post office and straighten things out and hopefully use the same envelope (birthday card with gift).

Paul,

I signed up for the USPS Informed Delivery Daily Digest some time ago.  Only once have a noticed a discrepancy between the images in one of their emails and the mail pieces that were actually delivered.  Even then, that piece was delivered the following day.

Hi Paul:

I saw a post on Facebook where you talk about the post office.  Let them also know that you have constituents that have attempted to use their every door direct program, but consistently the mail is left in piles and NOT delivered to every door.  This is a great program to help small businesses like ours, but I am always concerned that the mail is not actually delivered.  What assurances will the postmaster give that the mail will actually be in EVERY box?

Also I am working with Barbara Brennan to promote Hartsdale Day.  I have offered to do a mailing for her to all the apartments in the E. Hartsdale Ave. area, including Country Club Ridge.

Paul:

     I have advised you many times in the past about our delivery service here at Pondside

condos.      Some of your help has worked to some extent as I have received calls & follow

ups from the White Plains delivery supervisor, Ms McCoy & from Deborah Jones, who I

believe is the WP Postmaster.

     While there has been some improvement to normal mail delivery, I still can't understand why

our condo has mail delivered anywhere starting from 4PM to as late as 7PM.     I believe since

we're not "in White Plains," they put our route at the end of the day.      Is it possible to divide

up our current route into 2 routes, alllowing us to receive our mail by lunch time.

    There have been times when I put outgoing mail in my box, it is not scanned to go out until 

the next day, presumably because the carrier got back to PO too late.     I think outgoing mail 

has to be scanned into the system the same day.     There too few mailboxes on the street

anymore & most of them don't pick up after 1PM.     I shouldn't have to go to the PO to mail

something.

     The biggest problem in the past has been with mail being held & then resumed, when they 

rarely get the stop & start dates correct, & same when giving temporary forwarding addresses.

Hello,

 

we are having less issues now with elmsofrd PO than we did with Hartsdale but there still seems to be some stuff that goes missing-- especially when mail is put on hold.

 

Overall the experience with the post office has been pretty horrible since moving to the area. Going into the PO's you get agents with attitude who dont want to help you, late deliveries, missing mail, etc. One non stop issue after another.

Mr. Feiner,

 

Thank you for this opportunity to proved inputs on this issue.  I reside  in Greenburgh (White Plains PO - 10607).  Recently I received a flyer from the USPS  with the heading "Approaches to Curbside Mailboxes".  In the body it says the following:

 

"Please keep the full approach and exits to your mailbox clear ... Removing trash cans, snow, vehicles and any other objects from the area allows the carrier to deliver your mail..."

 

This flyer which had my address written prominently on it came after my mail was not delivered on at least 2 days.  The flyer seems to assume that obstructions including vehicles that are parked close to my mailbox belong to me.  Please be advised that I do not park my car on the streets as I have a long driveway and a garage and on weekdays I am normally away at work during the time that mail is delivered.  My trash cans are placed at the driveway not by the mailbox. 

 

 Any cars that may be blocking access to the mailbox, are not mine and I have no control over them.  They most likely belong to neighbors or visitors who park on the road.  Obviously I do not have the right to request the removal of their vehicles from a public street.  In view of the fact that a car blocking access to my mailbox is no fault of mine, I believe that it is unreasonable for my mail to be held in such circumstances.

 

I have the following recommendations:

1.    A flyer should be provided to all the homes in the vicinity reminding them not to park their vehicles close to mailboxes.  

 

2.    The mail carrier could park a few feet away and walk to the mailbox.  My street is very rarely filled up with no place to park close to my home, so it should not be a burden for the carrier to do this.

Mail boxes have been removed from neighborhood. Hard to find mail box. 

Perhaps putting mail boxes in each strip mall or supermarket.

Hi Paul,  I live at ­­__ Green Acres Lane White Plains New York 10607. My mail gets mixed up with Greenacres Way, White Plains New York 10606. My bank told me if you Google Greenacres as one word it automatically goes to Greenacres way 10606. In speaking to the people at Greenacres way they also have lots of problems with their mail. To add to the confusion there is also a Greenacres Avenue White Plains New York 10606. It's definitely not the regular carrier. Our regular carrier is great. Maybe in the main office they could double check the area code to make sure it goes to the right place. Things seem to have gotten better but it took months. Thank you for addressing these concerns.

With regard to mail delivery, the good news is that to my knowledge, I have not yet been adversely affected by my neighbors receiving my mail.  Thus far, it has been returned (to my knowledge).  The bad news is that I am still getting my neighbors mail, on occasion. 

 

My only suggestion is that mail carriers, even substitutes, treat mail delivery as if it were their own.  They must be more diligent.

 

I can tell you that I am pleased with my regular mail carrier.  He does indeed know the neighborhood. 

 

I look forward to accurate and efficient mail delivery in the near future.

Hi Paul,

 

I have not complained to you in the past. I have gone directly to the Post Office. My delivery has been good in the last year until about 3 weeks ago when my post woman (Demi) was transferred. Now, there are days with no mail, and most days the mail is extremely light. I am someone who gets a large amount of mail, and I honestly feel that our new postal person is just now delivering all of it. Maybe this is something you can address at the meeting?

It is bad enough when letters are delivered to the wrong address, but last week a small package was left in my mailbox that was addressed to someone else. This was not someone on my street - i.e. mistaking a 12 as a 2 - the address was a different street.

Paul,

I have complained in the past, often receiving mail that belongs to neighbors, some of whom are multiple streets away. The junk mail isn’t a problem, but I’ve even received tax-related materials and had to hand deliver them to the neighbor myself. 

Just last week, I requested a hold mail from the USPS while I was on vacation. Although I received email confirmation, the mail continued to come on a daily basis and I had to ask a neighbor to pull it from my mailbox. This is inexcusable.

I wish I knew how to fix the problem. It seems like there must be some organizational/hierarchical breakdown at the local level.

I think it needs to be said that in 20 years I haven't had any problems more than on rare occasion i get a piece addressed to a neighbor. I also give my carrier a nice Christmas gift during the holidays

When our regular postman was away, we didn't receive our mail for 4 days. I went to the post office to inquire about this. Postal clerk said our mail wasn't there. 

When our regular carrier returned we were told that our mail had been put on hold by mistake. And he (Sal) delivered. 

 

We are very happy with Sal, our regular carrier. 

 

However, I am not happy with clerks in the Hartsdale post office. Besides not being helpful in correcting the "on hold" situation, they have an "attitude" and deal with customers in an unprofessional manner.

Vacation time for carriers can be anticipated in advance. Can't their be a program to train back up personnel in advance, so that they don't have to "learn" the respective route totally cold?

Even if back up personnel aren't as familiar with routes as the regular carriers are, can't they be out on the route earlier in the day to allow for the extra time that might be needed to complete the route. 

Can we have a commitment that a route can be completed earlier than 6-7 pm, regardless of vacations, etc? There needs to be more accountability. 

Do substitute carriers receive OT pay if they're completing a route at night? If so, this would incentivize them to "slow down" to receive extra pay.

Hi Paul - My experience over the last year has been no better. Since our original mail carrier retired 2 years ago we have had a string of replacements who have delivered the wrong mail; not shown up at all; or shown up after 5pm. The priority mail service is not much better - I've had 2-day air packages arrive a week late. It's a sorry situation and I don't see any improvement.

As  long as my regular carrier is on my mail is ok.  When there is a substitue it is a free for all.  Most of the subs or the person sorting the mail in the post office do not read.  I get my neighbor's mail and the other neighbor gets mine and neglect to give it to me.  I get mail for any building in the complex with a B on it.  I have had the carrier argue with me that this is my mail  "Look it is B" but it is the wrong building.  The biggest problem all circulars are not delivered .  Shoprite sends me a flyer with my name on it and I get it 2 to 3 weeks later if at all.  I understand that the post office gives these things low priority and no need to deliver.  My magazines are not delivered at times.

I would say for the most part better but I put a hold mail in through the Usps website and our PO somehow didn't have a record of it(?)

Luckily I called before to confirm the hold and when it couldn't be found, they wrote it in for me. 

What's the sense of having an online system for this if the computer isn't checked locally????

Yes, just yesterday I got no mail but had my flag up as I had an important piece of mail that needed to be delivered by next week.   The mail truck came and drove by without stopping.

I got him when he came to do the opposite side of my street.   He was a "Sub", not the regular mailman.

I asked him why he didn't pick up my mail.   He said since there was no mail for me so he drove by!  Claims he didn't see my flag up which is heard to believe as I just got a new mailbox and it is clearly visible!

Rarely any problems.  Letter carriers are uniformly nice—staff at the local P.O. are very helpful.  An occasional piece of mail is a little ripped---- but so infrequent  as to be irrelevant.  Think of it—you stick something in a box in Portland,  Oregon and it gets to Hastings in several days—amazing.

Paul, while things have improved some but there are still many times where not only my mail but also packages are delivered late. The problem is that there are three__Park Avenue's with a White Plains address.  Although the zip codes are different and we use "West", Harrison use "East" the mail and packages are sometimes misdirected.  I wish the residents of Greenburgh had voted to change from using White Plains to using Greenburgh.  I truly believe that would have helped immensely.  Maybe they would be open to voting again.

I can't quite understand why we have such inconsistent mail carrier individuals. In many cases, the USPS vehicle they are driving around in has NJ license plates.

First, our experience with the temporary carriers who cover is much different than others. When they deliver we get our mail on time and at a reasonable hour. 

We get mail at 7 pm sometimes. On other days we get no mail and then the next day we will get tons. On some days the mail goes through the slot and on other days it is left behind the screen door and on some days outside on the mat, especially on rainy days. These are the same issues that existed in the past. Last time we complained the mailman took it personally and things got worse, so please do not share our names or address. We have friends who live on Woodlands Avenue and get their mail from the White Plains office. They do not have the same problems. The same is true for friends of ours who live in Yorktown. 

I wrote to you about the post office being closed and I wrote to the Postmaster General. After I wrote to him they opened it with one person inside. People needed to ring the bell to get the person's attention. The only way I knew that was because the Scarsdale Post Office told me to ring the bell for their Annex which shares the building with the Hartsdale Post Office. When I did, he told me to ring the bell on the wall and someone would come out. 

We still cannot order our medicines from the online pharmacy, even though it would cost us less as we cannot be sure we will get it. 

I appreciate your efforts but I doubt anything will change. For the first 20 years we lived here we never had these problems. I suspect the post office really cannot fix them.

Interesting timing. I came home yesterday and found these in my mailbox - see the attached photo. 

 

In the photo you can see my hold mail request (bottom left) from 8/18/2017 to 8/26/2017 for:

However, returned in my mailbox yesterday, in addition to my own mail, were 17 pieces of mail (including bills) for 3 different addresses. 

 

1 piece for __Inwood Road (top)

10 pieces for __ Delhi Road (right side of photo)

6 pieces for __ Evandale Road (left side)

 

Obviously the problems with the US Postal Service in Greenburgh persist. Sounds like this has been going on for years. Hopefully David Williams will make a difference. 

 

I am not confident I received all my mail. When a billing office calls my house because of an unpaid bill, while I can explain that I never received the bill in the mail, I am embarrassed and potentially at risk of having my credit impacted negatively. That can be disastrous. What protection do I have?

Hi Paul - Our mail service in Manor Woods is excellent. Our postman's name is Rome (pronounced 'Row me'). He does and excellent job and he is a very nice guy.  It's always good to recognize good performance too. Thanks, Bill

I live in the Country Club Ridge Coop on E Hartsdale Avenue. I had never experienced bad mail service until one incident recently in June. It turned out that it was not the regular mailman responsible, but one of these 'casual carriers' the post office sometimes uses. It occurred to me that this may be where a big part of the problem lies. 

I have always gotten great service when I go to the post office as well. When I went to find out about the delivery I was expecting, the lady I spoke with (she seemed like a manager of sorts) seemed to understand the situation better once she realized that one of these temps had the package. It seems quite common that these workers they use do not do nearly as good of a job as the full-time employees. I am interested in hearing about what other problems are causing this. It is surprising to me that there is such a big problem like this in a great town like Greensburg.

Hi Paul,

I have nothing but praise for the postal workers in Hartsdale.

A few misdirected pieces of mail out of tens of thousands of households must be expected.

Assuming your neighbors send back misdirected mail, that piece will be only a day or two late.

I would recommend that anyone who feels their mail service is not up to par, sign  up for informed delivery.

This way they will know if mail is truly missing, or they just did not get mail that day.

Seriously it has gotten worse but livable. Before you started complaining mail always arrived between noon and 1 PM. Had a regular driver. Now it comes anywhere From 11 AM to 5 PM and occasionally not at all because new driver can not locate houses on street they are not in order by number for some reason. We need regular delivery people except when sick or vacation or day off but the backup should be regular also know as a floater to several regulars. Also they are on their cell phones a lot.

I have written several times before,and I think,in general,the service is better in terms of what time the mail arrives and not getting alot of our neighbors. mail.  However,we have had no delivery 3-4 times in the last month and it has not been when the regular carrier was on vacation.

Slightly better for a while, perhaps, but no, Paul.  

 

Just this week, on Thursday,  I received 2 packages and a bunch of mail for my next door neighbor. They were of course clearly addressed 59 Shirley Lane. I am 65. I get her mail  off and on - who gets mine?   

 

Another day this week, maybe Wednesday, our  mail showed up at 6PM.  

 

And the worst - yesterday we did not receive any mail at all, and I as usual did receive the "Informed Delivery Daily Digest" email from the USPS which indicated that I was to receive 4 pieces of mail, including and most notably, a letter from the September 11 Victims Compensation Fund regarding a claim I have filed on behalf of my late brother who died of bile duct cancer likely caused by his exposure as a professor at Borough of Manhattan Community College, directly across the road from the riverside where they dumped tons and tons of toxic waste from the site. I don't know what that letter said, or if it has a check for me or what - and this is just unconscionable.  Maybe my Saturday mail will arrive on Monday, maybe it won't. Why did it not arrive yesterday with the other pieces of FIRST CLASS mail that were supposedly being delivered  and were not?

 

I wish I had better news, but I don't. And these phone calls with the USPS get platitudes and little change. What do we have to do to get this fixed?  I am sick and tired of their lame excuses  about relief workers making mistakes. Can they not read?  Our regular delivery person is pretty competent, and sometimes the relief guy is ok. But the system is broken and we are suffering for it.

I have just read your glist request re the US Post Office service.

 

Below is an email from my wife with a history of a package sent to her at our post office box located at the smaller post office of Irvington, being Ardsley on Hudson, N.Y. 10503. That package was never delivered to our post office box as the US Post Office, we have now learned, appears not to believe that there is a US Post Office at Ardsley on Hudson, 10503 and our package, as well as many neighbor's packages, are routinely rerouted to the US Post Office in the neighboring village of Ardsley, 10502. The less than kind staff at Ardsley USPS returns our packages to sender although I know that they know that Ardsley on Hudson 10503 USPS exists as both I and our Postmaster have spoken with them.

 

That package, sent two day delivery, was retrieved by me before the Ardsley Post Office could again return it to White Plains, through the efforts of our Postmaster at Ardsley on Hudson who was tracking that package for me and had the courtesy to telephone me to pick the package up at Ardsley after asking the Ardsley Postmaster to hold the package for me. Ardsley USPS would not forward our package to Ardsley on Hudson USPS.

 

I cannot tell you whether this package delivery issue has been fixed (we do receive letters, it is only packages where there is an issue) because we no longer purchase items which will be sent USPS or Fed Ex Smart Post (which delivers via USPS). I have given up on the USPS for package delivery. We now receive on average two packages per week delivered to our door by either Fed Ex Ground or UPS.

 

I would be curious whether the USPS person with whom you will be meeting with shows any interest in this service (or lack of service) issue.

Appreciate all you've done to date. Things seem to be improving but a few updates:

(1) Hartsdale PO needs a Permanent Postmaster who is competent. They are rotating Postmasters on a regular basis- seems like at least 3 in the past year or so. 

(2) The Premium Forwarding Service which is supposed to send out held mail every Wed does not work on a regular basis when the individual who handles this function is out. A system is needed that works regardless of individuals personal schedules.

I have had periodic problems with my mail delivery. It isn't often, but every once in a while I won't get my mail, or I will get my neighbor's mail, and I have no idea where 

mine is.

 

On a slightly different topic, I have to say that the customer service at the Hartsdale post office is ATROCIOUS! The people who work the counter are rude, mean, and scary.

They openly curse and defy their supervisor. It is a terrible environment. I do not use that post office if I can at all avoid it.

Since I haven't complained before I thought I would chime in now.  We have also experienced some intermittent issues...bills that haven't come resulting in late fees or "lost" packages being a prime example.  This Saturday we returned from a vacation.  While mail was stopped and restarted as requested we did receive two packets of mail that belonged to other Edgemont residents.  Not individual pieces of mail but an entire day's worth meant for two different addresses blocks away.  If we received two other residents' mail, it is quite possible some of my mail was delivered to other addresses as well.  I understand not getting mail on very snowy days, or, late when the mail carrier is off, but there is no good excuse for dumping an entire packet of mail in someone else's vacation hold bin.  We NEVER had these issues with our previous mailman, Joe, who was transferred from our route years ago. We really miss him on our block.

On Wednesday morning, August 16, we left a package - a wedding gift for delivery to a couple (she 94, he 98, their marriage written up in the New York Times) in Wallkill, NY - at the Post Office in Irvington, requesting tracking. This morning, we received a notice of delay in delivery, the package now leaving the White Plains Office for the fourth time in 11 days, with stops several times in Newburgh and Albany, each time in transit to Wallkill. We never received any notice of a problem with delivery, nor has the package been "returned  to sender". The journey is shown in detail below, in the notice of delay in transit, received this morning, advising that the package has left the White Plains NY Distribution on this date, August 27, at 9:53 am. I think you will agree this demonstrates "a problem". Would be nice if this newly-wed couple could receive the wedding gift before he turns 99 and she 95 next year!

For the most part, our daily mail has been arriving every day. However, this past week we had an issue. I work from home and heard the mail arrive but didn't go to check it until later. In the mail was an 'Attempted Delivery' notice. Since I was home, there was no attempted delivery, they just didn't want to carry the package. The package in question was a small, lightweight box. What surprised us was that the card they left said the package was at the Scarsdale Post Office, which didn't make much sense to us. So, Doyle went to Scarsdale and they wanted to know why he thought he should be there since he lives in Hartsdale. He pointed out the card said it was in Scarsdale. Without checking they told him to go to Hartsdale. He asked them to check the back because if he got to Hartsdale and it wasn't there he'd be even more upset. After not finding the package he went to Hartsdale and was able to get it. Since I didn't see who delivered, I don't know if it was our regular guy or a replacement.

 

There's still mixed up mail that we have to redeliver to our neighbors but at least we're getting mail on a daily basis.

Good afternoon.

 

On at least 2 separate occasions I know of, my parents submitted a hold mail request (on line) in advance of leaving town.  On both occasions, mail was delivered during the time it was to be held.  On the first occasion, I was able to get in touch with the postal service and show them (through my Ring Camera) that the mail had been delivered.  And I also forwarded a copy of the hold mail form and the video as proof.  A short time later the mail carrier returned and removed the mail from the box. 

 

On the most recent occasion, my dad did a hold mail form again and left town.  As the mail carrier was delivering the mail we received an alert from the Ring Video doorbell and was able to tell the mail carrier not to place mail in the box due to a hold mail order.  He complied.  However, the next day we were unable to view the carrier as mail was being delivered and the carrier delivered mail anyway.

Thanks Paul  for keeping up with this issue.

 

Generally, there has been a big improvement in mail delivery.  Now that I get the daily “look” at what is expected to be in the mailbox by email each day, it has been a good way to check on delivery.  I still get the wrong mail in my box – at least once a week, I get mail for 71 BRR when I am 73 BRR.  So when that happens I just walk it down to the correct mail box and put it in.  However the carrier should be a bit more careful.

 

Aside from this, my complaints have been handled.

From my experience, most of the problems with mail service is generated by the individual mail carrier.  I have had several carriers who were absolutely fantastic, mail delivered promptly and accurately.  However, during my time here, I have encountered periods when we didn't have a regularly-assigned carrier, or a carrier who really didn't take their job serious, and then encountered very poor service.

 

Some of the problems were generated when our carrier was being shadowed by some "efficiency expert," who really managed to screw up the works.  Imagine that, telling a guy who has been doing their job forever how to do their job, and probably the only good that came out of it was some financial compensation to those conducting the study at a cost to the taxpayers.

 

But all in all, we have a terrific mail carrier named Vito, who is conscientious, gets the mail to us on time, and is always has a smile and a kind word to all.

I have complained in the past and while mail service might be slightly improved, it's like being a little pregnant...

Mail continues to be erratic. On the days of the regular mailman- no problems. On the other days, very very late delivery, receive other people's mail (so they must be receiving mine), some days there is no pick-up so I have to take mail to the PO. All in all, just not reliable or consistent.

Whatever help you can set in motion will be appreciated.

Hope you are well! I was one of the people who spoke to you on the phone and followed up on email about a situation that to this day continues. I live on Winding Ridge (a townhouse community). Some homes on WR have entrances that are in the front and some like ours with entrances to the side of the unit requiring you to go up 3-4 steps to get to the front door. The following always happens when the relief carrier is on duty. For large packages that don’t fit in the mail box, the substitute carrier is too lazy to walk the package to the front entrance. They just leave it on top of the mail box. I’ve had contents getting damaged when they have fallen (wind) or gotten wet (rain) because the substitute mail carrier did not feel like delivering the package to the front entrance (which I understand is what the Post Office promises). In one particular situation I actually saw the substitute carrier leave a package on the mail box. I went out and asked him if he would no longer do that. He ignored me and drove off.

 

The problem as I see it is that the substitute carriers are held to a lower standard by the postmasters and this will continue to be a problem until they all know the rules and what’s expected of them.

I believe I'm receiving my mail in a timely manner, however I recently received my bank statement & it was so badly damaged I had difficulty reading parts of it. It seems to have been dropped in water. Parts of it were still damp when I opened it. I had to fan out the pages & let them dry overnight.

We had several of the same issues you outlined below.

1.     Just recently, my kid's 5th grade teacher assignment letter from the school district went to another house on the street. They promptly returned to us a couple of weeks later, but it left us wondering why we didn't receive ours while some others did.

2.     At least 3 times in the last 2 months, we didn't receive any mail on days when we knew there had to be something... It is very usual for our family to not get any mail, even if it were just flyers

3.     Last year we had received mail for other folks on the street.

Such situations constantly leave us wondering if we are missing mail. Appreciate getting this issue sorted out for us, once and for all. It is highly unfathomable to have to go through this in 2017,

 

As a side note, it would also be really helpful, if the COO is able to share additional data points/statistics/trends on how their services fare compared to other zipcodes across the country?

Yet another example of their ineptitude, no one being held accountable at the management level, and of course their dog and pony metrics that Mr Conte uses to show how good a job they do

People who are concerned should use the daily USPS "Informed Delivery"

system to view the mail they are supposed to receive.  For mail that is not

received, the system allows you to indicate which mail pieces have not

arrived.  This information goes back to USPS.

 

The only problem is that there doesn't seem to be any followup on the

specific reported items.  If anything, I expect that the USPS only uses

this data in aggregate for statistical reporting and trend analysis.

I have not contacted you before but there is an ongoing problem that I think you should know about that involves theUSPS and Amazon.   Before I tell you the details, I'd like to stress that our mail carrier (I live at 108 Ardsley road) is terrific.  I think the problem is with the post office, not him.

 

In any event, we have an ongoing problem where an Amazon package is not delivered and we get a notice from Amazon saying that the post office attempted delivery and no one was home to to receive the package.  This claim is false because each time someone was home all day.  Plus the packages did not require a signature and our mail carrier routinely drops off packages whether we are home or not.  This happened on August 19.  We have documentation for this and for a non delivery four other Sundays in the past three months.  Plus, I have heard from a neighbor with a different mailman that the same thing has happened to him several times.

 

The USPS appears to be lying to us and to Amazon.

Thank you for your continued work on this ongoing problem.  I have complained many times in the past, and only found minimal improvement.  However, the one area that has shown no improvement at all is delivering my mail after a vacation.

 

We had put in a vacation hold from July 9-28th, with delivery to resume on July 29th, including the held mail.  Unfortunately, we were not surprised to find that we did not have our mail when we returned home on the 29th.  On July 30th we went to the post office and picked up all of our mail, including what should have been delivered on the 30th.  We spoke with Bill, the supervisor, who said that our regular carrier was working on those days, and it should have been delivered.  He had the printout of the hold on the bin with our mail.  He said he would speak to our carrier about this problem.  I don't know what good this will do, as he has been our carrier for several years and we have had the same complaint every time we have gone on vacation.

 

Another problem occurred one day about 6 weeks ago when it was not our regular carrier.  There were at least 50 envelopes left on the counter, and they did have apartment numbers on them.

 

I am in High Point Condominium in Hartsdale and know that I am not the only one who experiences problems.

Your email is very timely as I was about to contact the Post Office to advise them of a current problem.  We have a hold in place on our mail right now at 100 E. Hartsdale Avenue, yet mail was delivered to our mailbox on Friday.  For most of the summer we had a forwarding order in place to our summer home in RI, yet mail was found at the Post Office when we checked last Friday.

 

I know this didn't happen under the watch of Mike, our regular carrier.  He somehow manages to treat each resident as if they were his only customer!  He is truly unique and an incredible asset to the Postal Service.  If only they could clone him we would have the best service in the county.  Devon, the supervisor, has been helpful at other times, I don't know where the problem lies.

The only story I can share is this:

 

One day I received notification that the camera at my front door detected motion while I was away from the house. Now normally, this turns out to be the mailman, UPS, or FedEx leaving a package. On this day, several family members who have electronic access to this camera via their cell phones called me because something did not seem right. There were 2 people on my front steps, taking the mail OUT of my mailbox and looking through each piece. They rang the doorbell, talked to each other and put the mail back in the box (as far as we could see, they didn't appear to take anything) and rang the doorbell again. They walked back to their car and then returned to my front steps and opened the mailbox again. Odd behavior to say the least?

 

Well, this odd occurance spurred one family member to leave work and go to the house to make sure that everything was okay. The 2 people were long gone and there was mail in my mailbox. There was no way to tell whether any mail was missing. We debated whether we should call the police to report this. First I looked through the video footage of the encounter with the 2 people who were going through my mailbox. They were a white man and a black woman. I thought I recognized the woman as an employee of the post office on Central Avenue. Then I asked my family member to look through the mail - there was a note...from someone from the post office referencing the past complaints about errant mail. So apparently, they were indeed USPS employees. Their note stated that "everything seemed to be proper in my mail that day" since all of it was correctly addressed to my family, instead of the neighbors.

 

So I guess that ONE DAY, when they followed the mailman around, they determined that everything is fabulous from here on in.

No bills are ever missing. 

No mail that belongs to the neighbors is in my box. 

No mail of mine is at the neighbors house.

Etc.

 

Next time, I'd love a "heads up" before someone goes through my mailbox - so I am not inclined to call the police.

U.S. Postal Service mail delivery remains EXCELLENT with Romulo (and his substitute(s)).

 

FYI Romulo walks briskly despite hills and stairs, covers a very wide area, seems to work long hours, and is consistently professional and friendly.

 

Services at the Hartsdale Post Office also remain TERRIFIC - staff are efficient, polite, and knowledgeable.  I was there again very recently.

 

Last June, FedEx delivery of an important medication missed several "promised" delivery dates (these were myths) and ultimately was delayed 1 1/2 weeks - we finally were told they "put it on the wrong truck."  We did not trust Fed Ex and drove to pick up the medication ourselves.

 

My point is nothing works perfectly, as you've said repeatedly when there are pool problems, etc.

 

Honestly though, the US Postal Service is a real bargain - $.049 to send a letter anywhere in the U.S. and usually works better than others!

I have never complained before, but this week has been so bad I need to speak up.  EVERY day this week we have received mail that wasn't ours, AND had neighbors bring our mail over that had been delivered to them. One piece of mail was incorrectly  re-delivered to our house THREE times before I finally put a long note on it.  I am missing something important, and have no idea where it might be. 

 

Of course I understand that there will be issues with part-time people covering for vacations, but this seemed ridiculous! 

 

I hate to complain with no suggestions, but I don't have any recommendations. I am almost wondering if I should get a P.O. box....

 

I really hope this can be resolved.  Thank you for your on-going attention to this.

Generally, there has been a big improvement in mail delivery.  Now that I get the daily “look” at what is expected to be in the mailbox by email each day, it has been a good way to check on delivery.  I still get the wrong mail in my box – at least once a week, I get mail for 71 BRR when I am 73 BRR.  So when that happens I just walk it down to the correct mail box and put it in.  However the carrier should be a bit more careful.

 

Aside from this, my complaints have been handled.

My name is Stacy.  I am new to the area having purchased a home at 84 Holland Place in Hartsdale after selling a condo in the UES of Manhattan.  I haven’t complained to you in the past, however, as a new resident, I can offer my experience with the change of address effectiveness.  I’ve received several pieces of mail for the previous owners both those that I purchased from and the owners before them.  When Cisco, the regular mail person, is on the route this occurs less frequently if at all.  When his replacement is on duty, it happens often and yes, I’m sure it can be contributed to lack of familiarity with the route. I think there is more of a problem in the sorting system.

 

Please discuss what the process is reading the addressee when the mail is sorted in the post office.  I realize that the delivery person is a second pair of eyes to check for correctness.  What is the breakdown that some pieces are not caught and relabeled with a forwarding address?

 

On another note, how do I get off of all the new neighbor advertisements and grocery store flyers?  They go right into recycling.  It is a real resource drain when one considers the process to get it to my mailbox and out of my recycling bin.

Generally my mail service has been satisfactory. Signing up for the USPS dashboard and daily digest has helped as I know what's supposed to be in the mail. Occasionally, I do not receive mail on the day it is supposed to arrive, but the next day. I rarely receive mail that is addressed incorrectly. In fact, my experience is quite the opposite. I will get scans of mail addressed to previous occupants (who lives in the same building, but a different apartment) but the mail carrier delivers it to the proper address!  I find that exemplary!  I can always tell when there is a substitute carrier as I will receive the previous occupant's mail on a few days. 

 

Based on the volume of complaints I see posted, it would seem that there is a systemic problem; however, my experiences have been different. 

 

That said, I dread having to visit the Hartsdale Post Office. It's always understaffed and the staff is not friendly. Given the long lines, I can't imagine being pleasant if I worked there either. 

 

Seeing how the Postal Service is a federal entity, I appreciate your efforts on behalf of Greenburgh residents. 

 

On a different note, i saw that you were at the opening ceremony for the new TZ Crossing (it's hard for me to call it anything else) and I hope you're pleased with it as my colleagues and I toiled for many hours preparing the design plans for the project. It's very satisfying to see your designs become reality. I'm a Deputy Design Manager for the lead design firm, HDR, and I now call Greenburgh home.

Thank you for looking into the mail issues.  I'm on the board of Rivercliffe Condominiums (representing 21 families) in Tarrytown, and we have had the following consistent issues - particularly over the past month:

 


1. Missing mail (certain bills not showing up). Credit card companies charge us a late fee as we never got the bill! 
2. Not getting our magazines and periodicals. Some of them are weekly issues - so we know right away that we are missing an issue.
3. Not getting any mail in one day - an empty mailbox. This used to be a rare occurrence. Now it’s once a week - as if the carrier didn’t stop by. Then the next day the box is stuffed to the brim.

 

I think our carrier might have been on vacation during part of this last month. But can't they get a substitute carrier that has skills?

 

I have called our local post office in Tarrytown on Broadway.  They have told us they will look into it.  Then the following week - we don't get some of our periodicals.  It is very frustrating.  Some of the magazines we subscribe to - I have called for missing issues a couple of times which is really awful.  It's really getting ridiculous.

 

I hope this clarifies our issues. Thanks on behalf of all of us at Rivercliffe for whatever help you can shed on this issue.

Summer being a vacation period, of course there were continuing problems not limited to late in the day deliveries but also no deliveries at all.  Does first class delivery cease at a given time of day whether or not all the mail has been delivered?

 

Obviously, those assuming the routes of carriers on vacation or out sick etc. will be unfamiliar with the route.  The problem thus becomes one of not knowing if the Post Office retains a large enough staff of back-up carriers to meet vacation period demand and those who have called in sick -- which could include sick back-up employees.

 

I would assume that back-up employees are assignable to all Branches within a defined radius.  Hopefully just because my carrier is on vacation does not mean that only a back-up carrier assigned to my Branch can fill-in for him.  If unfamiliarity with the route is the stated cause of problems, then a local substitute has little advantage over a substitute whose origin is further away.

 

The ongoing problem is only worsening.  Given that Postal Workers are unionized, not only does there pay scale increase over time but also the number of vacation days likely increases -- this ensures that the problem will not only become more costly for the Post Office but exacerbated as they have to cover more action days AND the vacation days accrued by the substitutes.

 

The Post Office might do well to consider triage to satisfy the greater number.  This would mean that routes assigned to a carrier may or may not continue as currently conceived -- delivering to every address on the assigned streets.  Perhaps routes should be tailored only to include multi-family buildings or complexes and ignoring the single family homes which would be serviced by a carrier whose task is dedicated to single family homes and ignoring the multi-family dwellings along the way.

 

What would this accomplish?  Getting carriers out of trucks because of the need to pack the heavy volume (quantity and weight) of multi-family deliveries.  The on-foot carrier serving single family homes  can make better time not having to go back and forth to the truck to reload while the on-foot carrier picks up his bag refills (remember, less volume from single family homes) from drop boxes loaded by a truck-enabled driver whose only task is to get the mail to these drop boxes -- newly designed to accept mail in the upper portion and below them the packed, canvas refill bags.

 

Residents need to see the Post Office taking a step back in time to days of yore when the postman WALKED his route...in rain or snow, sleet and hale -- which even when using trucks apparently still allows the mission to be aborted.

I live in Valimar and we also have had ongoing mail problems.  We frequently get other peoples mail (from outside Valimar) and we also have had mail that just never arrived. 

 

There was a recent instance where my husband mailed out a check to someone from our mailbox.  The same envelope with the check arrived back in our mailbox about 2 weeks later completely opened and ripped in half. 

 

We have had many issues which prompted my husband to go to the North White Plains post office to follow up on these issues.  They gave him the number to the Fisher Avenue post office and said good luck because they don't answer the phone.

 

We went to Fisher Avenue post office, they told us that when a mail carrier is on vacation or just out that day, the fill in person doesn't know what to do with the mail and is often not delivered.  We have gone sometimes 3-4 consecutive days without receiving any mail.  It has been very frustrating.

 

Another issue we have had is with our Amazon deliveries.  We have had instances where we receive a delivery confirmation on the Amazon website where it shows the package was left in our mailbox.  This has not been the case.  The items sometimes show up several days later.  It's so frustrating because according to Amazon it says the package has been delivered and it is in the mailbox.  So it's like a mail carrier actually scans the package somehow but doesn't leave the item for us.  I don't understand how this happens, but I have always followed up with Amazon when this has happened. 

 

When I called Amazon for one of the problems that I had recently, they stayed on the line and contacted a post office investigator and when I spoke with them, they said they would have Fisher Avenue follow up with me.  The person that actually called me back from Fisher Avenue didn't seem to care and really didn't even sound like they worked for the post office.

 

My husband and I appreciate all that you are doing to rectify this situation for everyone.

I'm sure you've received this information, but I'd like you to speak with him about postal security. I was the victim of someone taking mail that I had put in a blue mailbox in the town of hastings, and consequently, fraudulently cashing checks I had mailed. Of course, I filed police reports for all the checks that were tampered with and cashed. I was then informed by postal workers that I should never transfer any monies at all through the post office, in any form, and if I had to, to only drop mail directly inside the post office. If this is true, perhaps that information should be made more available. Also, the blue mailboxes that are scAttered all throughout towns should be removed if they are not safe to put mail jnto. Apparently people "phishing" mail out of these boxes is extremely common. Thank you.

Our regular mailman Dave, is great. But, on his day off or vacation, the mail delivery is a nightmare. There were days that I would receive our mail around 6 pm and it always included someone else's. We have not received a lot of our regular mail and my husband has had to contact banks, car lease company, etc., for duplicate mailings. Speaking of the Scarsdale Annex, who knew that plain white door to the right of the Post Office building was our Post Office. I went once to return mail that was wrongly delivered at the Post Office to the left side of building and I was verbally abused in front of customers, because "this is not your Post Office, you're over there!" and pointed to the right. I was shocked, I'm here 30 years and never had problems before. Thank you for addressing our concerns.

Every complaint you have heard I have experienced. I seem to receive everyones mail but my own. Nothing ever comes on time. I've received bills late. I'm always getting my neighbors mail. If it had the number 26 on it I get it. It doesn't matter what the street is. My regular mailman was very good but I always knew when he wasn't working. My three adult children, my husband and I live in the house. There have been 2 and 3 days in a row when we did not receive any mail at all. I'm sure you understand with all those adults we always get some kind of mail everyday. My mailman has transferred to a new route and all I can say is I really miss him. He was the only one who knew his job. I've gone to the Scarsdale Annex on multiple occasions. My complaints went unresolved. I'm hoping you have better luck.

 

I find the problem Paul when the relief carriers are on duty. In my case I live in a three flamily house. Each one of us has our own mailbox. When the relief carrier is on, I always find mail put in one box, never seperated. Our regular carrier always seperates the mail and puts it in the correct box. Hope this helps.

Our mail is only delivered efficiently when our regular route guy, Tommy, is working. My suggestion is to have the "veterans" conduct training -- intensive training -- for the alternates or the newbies. It would be great to lure some of the iconic retired postal workers like "Stan," who did the Ridge Road route for some thirty years, back to do a seminar or two.

Thank you so much for your attention. It is true when then regular letter carrier is off and the the person who is the regular floater is off - the mail is delivered by inexperienced people. My mail was delivered to my neighbor one day but the the regular temp retrieved it and  gave it to husband the next. It contained Amex cards we were waiting for because they had been compromised.  It is the individuals who do not have any experience in the areas . It is difficult  for them but it is frustrating for the rest of us.

I believe I sent something to you (quite a while ago) concerning problems with the mail.  I cannot give you a progress report until we come back from Arizona in March of 2018.

 

My previous complaint concerned the forwarding of our mail from Hartsdale to Gilbert, AZ 85233, over a period extending from late December 2016 through most of February, 2017.  We know that some mail was not forwarded, for instance some magazines, and some year-end financial data (I have my taxes done while in Arizona, so all of that info is important to be forwarded correctly and in good time).  But even the mail that did arrive was usually days (sometimes more than a week) later than their postmarks.

I sent you the link to USPS Informed Delivery Service which allow residents to get email each morning showing what mail should be delivered that day. Once postal station managers receive direct feedbacks, they can identify and resolve specific problems. (You should inform residents of the service and be the hero!)

Our regular mailman is also great. However, there are issues with the mail carriers that deliver packages, many from Amazon using USPS. I have had the same issue as Chris above numerous times where I receive electronic notification from Amazon that a delivery was attempted but no one was home. These are on days where my mom was home, and they do not leave a notice either. I believe they say that they attempted delivery because Amazon guarantees a certain delivery date which they cannot meet. The package always shows up a day or two later but it is very frustrating. I have called the post office to complain, but they stand by their stance that they did attempt to deliver.

I have been receiving mail in very poor condition over the past month or so-ripped, soiled envelopes, opened mail (attached is one example). This is in addition to unreliable service-different times of day or none at all. I have noticed several different mail carriers in my area.

Another ongoing problem is failure to consistently honor "hold mail" requests, resulting in occasional deliveries when people are away which can serve go alert potential burglars to easy unimpeded access to the home. Our regular mailman (Tommy) is fantastic. He is always delivering mail mistake free and his time of delivery never fluctuates. We always know when to go to our mailboxes. When he is off we never know what to expect. Mail is always late, sent to wrong addresses, and often it seems mail it is held back waiting for our regular mailman to pick up all the slack (because when he returns we always get a lot of mail which is unusual). I've spoken with Tommy about this and he tells me that he always instructs the relief mailman/woman how to deliver our mail when he is on vacation so we can have the same level of service while he is away but it always falls on deaf ears. It seems that the relief mailman/woman doesn't care because they are only filling in while Tommy is away and ignore all of his advice. It's a shame that some people do not take pride in their work but we have a clear indication of that with our relief mail carriers.

When our regular man if 25 years is not here service is substandard. Mail arrives much later in the day. One time it was left on the floor in the rain

 

   

On August 17th, I received notice of a delivery attempt when video footage showed that a USPS employee never visited my home, and no notification was left. There was someone home all day to receive the package. This was approximately the fifth time in recent memory. The notification was:
We tried but were unable to deliver your package. We apologize for the inconvenience. If you’d like to schedule another delivery attempt, visit USPS Redelivery and enter the tracking number 9361289688090252047276. Please look for a notice of attempted delivery.

In addition, we are still receiving USPS "Informed Daily Delivery Digest" messages, and often will not receive any mail the day of the notification, or even the following day.

Hi Paul - many complaints from our condo The Willows in Tuckahoe. We have gone to the Tuckahoe PO in regard to skipped days, deliveries after 6 pm, mis-directed mail. Yesterday (8/26/17) at 2:08 pm, I received an email from UPS that a SurePost package (a service where UPS drops the package at the local post office for final delivery) was delivered to us at 12:49 pm. In their tracking info, UPS usually indicates where the package was left (mailbox, front door, etc.), but the tracking info said only that the package was delivered to NY/US. My son and I were outside from about 1-1:30 pm playing with our dog in plain view of our mailbox and front porch. There was no package. We periodically checked until 6 pm last night and the package never came.

 

   

Our mail delivery is great except on days when our usual mailman is off, when we have a backup person we get no mail at all (sometimes for consecutive days then a giant bundle when our carrier is back), or we receive the wrong mail.

hen our regular postman is away, the substitute leaves mail on the ground by our door, on a chair outside, instead of our mailbox on the side, and can get wet etc.. Can there be a printout of where mailboxs or slots are located for any address where it isn't clear that is given to each substitute ???
