There is no bus stop at Rivertowns Square--regions newest shopping center

THERE IS NO BUS STOP AT RIVERTOWNS SQUARE, REGIONS NEWEST SHOPPING CENTER IN DOBBS FERRY

DANGEROUS FOR EMPLOYEES WHO HAVE TO WALK ACROSS SAW MILL RIVER PARKWAY AND THOSE WHO HAVE NO CARS....AND THERE ARE NO SIDEWALKS ON LAWRENCE

The Rivertowns Square Shopping Center in Dobbs Ferry  is Westchester County’s newest open air shopping village. There are stores, apartments, restaurants, a movie theater at the center. A supermarket and hotel will soon open up. There is only one big problem: there is no bus stop at the Rivertowns Square. There is a bus stop along 9A but the stop is not sheltered (there is only a place to sit) and it won’t be used by many during the cold winter months. Also, the current stop is located along 9A and will require employees to walk along an  unsafe street (Lawrence Street) that is largly unlit and lacks adequate sidewalks. One has to also cross the Saw Mill River Parkway on foot, which is very hazardous. I crossed the parkway recently and felt I was risking my life.

 

Public  transportation improvements that directly service the new Rivertowns Square Shopping Center in Dobbs Ferry are necessary.  This shopping center  and the adjacent businesses already employ residents of Westchester, and surrounding areas, who are dependent on public transportation, and that need will grow larger with the impending opening of both a food market and a hotel.

 

Two  aspects of the Findings Statement approved by the Village of Dobbs Ferry associated with the project appear to have not been addressed to date:

 

-              The applicant will pave the area around the existing bus stop at the intersection of Route 9A and Lawrence Street as per the Westchester County Department of Public Works and Transportation letter dated June 28, 2012. The Applicant shall provide a combination of signal, striping, widening, signing and/or pedestrian improvements at the following intersections: g. Route 9A and Lawrence Street.

 

-              An improved ADA compliant sidewalk system on a portion of Lawrence Street east of the Saw Mill River Parkway will be constructed to facilitate pedestrian access to the Trailway and provide sidewalk access to the Project site from the County bus stop on Route 9A. – The Applicant shall install a missing 25± ft. sidewalk section on Lawrence Street (east of the Saw Mill River Parkway) east of South County Trailway and painted crosswalk/signing, striping improvements. This 25± ft. sidewalk will connect to the existing and newly constructed sidewalk which will provide a continuous pedestrian sidewalk from the Project to the bus stop at Route 9A and Lawrence Street.

 

A major shopping center should have public transportation, not just for its employees but also for residents who may wish to shop there.

 

The Greenburgh Town Board (at the urging of the Greenburgh Human Rights Committee)  approved a resolution which calls on the owner/operator of Rivertowns Square Shopping Center, with support from Westchester County, to address the specific unfulfilled improvements listed above, and to reevaluate any additional inadequacies associated with the Rivertowns Square project with respect to public transportation. I feel very strongly that there should be a bus stop at the Rivertowns Square shopping center –I don’t believe that it is safe to expect people to cross the Saw Mill River Parkway.
