Sprain Parkway -Payne Street bridge

This past Wednesday representatives of the NYS Department of Transportation met with the Town Board at a public meeting  to discuss an important bridge construction project that will inconvenience residents who live on or near Payne Street beginning in June. The work is necessary

I have attached the PowerPoint presentation for your use and here is a brief summary of what the proposed construction schedule and local impacts to traffic and the residents (please keep in mind that we believe this is the schedule but we are awaiting for the State Comptroller to Award the Project to Ecco III Enterprises).:

 

  1.        Ecco III shall mobilize to the Site by setting up on the open land on the southwest side of Payne Street in late June.
  2.        From late June through July and beginning of August Ecco III will begin the installation of the piles for support of the existing MSES Wall. They will have 1 or 2 drilling rigs operating alongside Payne Street through this time period. There will most likely be days when there will be flaggers on Payne Street to control traffic flow through the work zone.
  3.        Beginning of August, Ecco III will be starting some preliminary work on the Sprain Brook Parkway in preparation for the Traffic Shift and the bridge work. This work will be performed as night work under temporary lane closures.
  4.        On or about August 21st Ecco III will do both of the following traffic impacts simultaneously:
    1.        Perform the Traffic shift of all Sprain Brook Parkway Traffic onto the northbound bridge reducing the number of lanes in each direction from 3 to 2.  This traffic shift and lane reduction is anticipated to last 90 days and therefore hopefully be completed by November 20th – before Thanksgiving weekend.
    2.       Close Payne Street between Bryant Avenue and S.Montgomery Avenue.  Implement the local detour for the Payne Street closure. Please note that there will be access for Emergency Vehicles (as requested by Fire Department) to go through the Payne Street Closure. The Contract allows for 180 day closure of Payne Street (not required to be continuous due to the winter season).  Ecco III’s schedule right now includes a continuous closure period with a start coinciding with the August 20th and last into January 2018. 
  5.        Ecco III’s construction schedule includes 2-10 hour shifts per day (M-F) and 10 hour shift on Saturday for the 90 day critical bridge replacement period.
  6.        The Spring of 2018 may include the completion of some items of work both along Payne Street and the SBP. This is likely to include final asphalt paving, concrete sidewalks, street lighting, northbound bridge deck overlay, topsoil and seeding and any other miscellaneous items of work that weren’t able to be completed in 2017. This work may have the need for night time work and temporary lane closures on the SBP and the use of flaggers on Payne Street.
