METRO NORTH'S EXPLANATION - WHY THEY WON'T MAKE THE HARTSDALE TRAIN STATION MORE ACCESSIBLE

EXPLANATION REASONS WHY METRO NORTH WON'T MAKE THE HARTSDALE TRAIN STATION MORE DISABLED ACCESSIBLE--AND PLACE AN ELEVATOR OR CHAIR LIFT AT THE TRAIN STATION

 

I received this disappointing response to a letter I had sent Metro North earlier this summer suggesting an elevator, chair lift or escalator at the Hartsdale train station. Many senior citizens and disabled residents have complained to me about the difficulty they have catching a train or getting off the train--because of the lack of elevators, lifts or escalators.  Other train stations have elevators. I think that all train stations under the jurisdiction of Metro North should be disabled accessible.  I will continue to work to make the train station accessible for the disabled –have received many complaints from seniors and disabled residents who have a difficult time getting to and from the Hartsdale train station.

I am writing in reply to your recent letters to MTA Chairman Thomas  Prendergast regarding accessibility at the Hartsdale Metro-North Station.  As we have discussed in the past, the Hartsdale Station meets all applicable requirements of the Americans with Disabilities Act (ADA) and in accordance with the ADA, Metro-North reviews all its projects to ensure continued compliance.  Last summer  in connection with a small project to perform repairs to the station building, Metro-North installed a new ADA accessible curb ramp and resurfaced a portion of the sidewalk adjacent to the south side of the station building.  This
improvement brought the station one step closer to potentially achieving full ADA accessibility in the future.

As you may know, the MTA Capital Program was recently approved and Metro-North's portion of  the capital program is largely dedicated to State of Good Repair and Normal Replacement investments that are
important infrastructure and facility projects needed to maintain the system. As such, our program includes a project at several Harlem Line stations, including Hartsdale, to perform priority repair work, such as repairing deteriorated platform edges.  As we begin the design effort for this work, and any future project, we will evaluate needs and continue to ensure compliance with ADA requirements, as well as the accessibility requirements of the Building Code of New York State.

With regard to your specific request to install a lift or escalator, we do not believe these options are practical solutions to providing vertical access at Hartsdale.It has been our experience that lifts or escalators that are exposed to the elements and heavy use, would be prone to frequent breakdowns and
would not be feasible to maintain.  Thank you for your continued interest in this  matter.
