ON SITE MEETING TO ADDRESS SAFETY HAZARDS AT LAWRENCE...GREENBURGH NATURE CENTER EGG EVENT TOMORROW

ON SITE MEETING WITH NYS, GREENBURGH, COUNTY, POLICE AND LOCAL OFFICIALS AT LAWRENCE STREET REQUESTED TO DEMAND THAT SAFETY CONDITIONS BE IMPROVED AT THIS LOCATION...MANY BELIEVE THAT THE CURRENT CONDITION IS HAZARDOUS AND VERY UNSAFE---THAT'S WHY NY STATE MUST ACT!

 

Members of the Greenburgh Town Board and I are very concerned about the hazardous and unsafe conditions at the intersection of Saw Mill River Parkway and Lawrence Street.  I intend to push for an onsite meeting with NYS Department of Transportation officials, our State Senator (Andrea Stewart Cousins), our State Assemblyman (Tom Abinanti), the Greenburgh, Dobbs Ferry, Ardsley Police Chiefs, the Westchester County Commissioner of Public Safety and village of Hastings, Dobbs Ferry, Ardsley and town officials.
 
If we all meet at the location and observe first hand what's happening at the same time - my guess is that NYS will be forced to address this EXTREMELY UNSAFE CONDITION.   I have forwarded a number of complaints to the state about this condition in recent weeks. Now that the Ashford Ave bridge work has started - the situation is getting much worst. NYS is on notice that this is an extremely dangerous situation. 
 
Greenburgh Councilmember Francis Sheehan shared the following e mail with me this morning highlighting the problem.
 
"I personally experienced the hazardous condition at the intersection of Saw Mill River Parkway (SMRP) and Lawrence Street.  I was barely moving to make the right from the northbound SMRP onto Lawrence Street, after sundown, with inadequate street lighting in the rain.  The guard rail is so close to the northbound right lane (which now doubles as the turning lane onto Lawrence Street) that, to ensure not hitting the rail guard while making the turn, the driver unknowingly winds up encroaching on the center lane on Lawrence Street, which the drivers suddenly learns is westbound head-on traffic.  At a minimum, the stop bar for the westbound traffic needs to be moved back significantly to allow for the northbound right-turning vehicles to make the turn unimpeded, and the guard rail needs to be moved farther from the traveling lane so there isn't the need or perceived need to make a wider turn to clear the rail.  Should cars be traveling at a slightly higher rate of speed than the very slow turn I was making in the rain, I can see the potential for the turning vehicle to be rear-ended by vehicles traveling north, while confronting a potential head-on collision from vehicles on Lawrence Street traveling west.  What was done to that intersection is an unsafe and unacceptable "improvement."
 
I have heard that the remedy offered is for drivers to get used to the sharp turn into the narrow right lane on Lawrence Street, thereby avoiding the center oncoming traffic lane when making subsequent turns.  The public should not be subjected to intersections, such as this one, that require prior exposure to hazardous conditions in order to try to avoid the hazard in the future.  The remedy is to correct the hazard. "
 

This is what another constituent wrote to me yesterday....
 
"Given the amount of traffic that now exists on Lawrence Street and the exiting for northbound traffic due to closure of exit 17 - I think one needs to take a real hard look at turning radius for the right hand turn for northbound traffic on the Saw Mill Parkway.  There is not sufficient turning space and many cars come right into the lane on Lawrence Street that has the demarcation for turning southbound onto the Saw Mill - either there needs to be an physical change and adjustment to the space allotted for cars coming northbound and making the turn or there needs to be a sign that stops cars further back on Lawrence Street.  Cars coming at a high speed and making the turn are making this a VERY VERY dangerous situation"
