Committee to examine imbalances in budget named

Recent events have called into question the historical method of budgeting revenue and expenses between the "A" Budget (the budget that applies to the entire Town including the villages and the unincorporated area) and the "B" Budget (the budget that applies only to the unincorporated area). Those events include the settlement of the tree litigation and the court decision relating to the Taxter Ridge acquisition. It is fair to say that some imbalances may exist in the allocation of the revenue and expenses between the two budgets. Some of these imbalances may be the result of the requirements of New YorkStatelaw over which the Town has no control. It is important that these possible imbalances be explored and rectified so that all the residents of the Town of Greenburgh, both the residents of the six villages and the residents of the unincorporated area, are satisfied that they are being fairly taxed.


With that in mind, the Town Supervisor and the Town Board concluded that it is important t


1. Study in detail the allocations of revenue and expenses between the A Budget and the B Budget to determine whether, and to what extent the allocations are proper and fair.


2. Study in detail the applicable
New YorkStatestatutes to see whether any of them are the cause of these imbalances and, if so, to make recommendations as to how those statutes can be amended.


The Supervisor has appointed a committee consisting of residents of the town and the villages to examine the budgets and ascertain and analyze the necessary facts in an objective, impartial and non-political manner,  and the Town Board has authorized the hiring of  a consultant to work with the committee.  The committee and the consultant will gather information and interview town and village officials for that purpose.  Upon completion of its work, the committee will write a report to the Supervisor and the Town Board which will provide detailed information that will enable the Supervisor and the Board to take further action as is appropriate in order to achieve the fairness which we all seek.


The Committee consists of the following persons:


      Herbert Rosenberg, a resident of Dobbs Ferry and a former Village Justice in that village --  Chairperson.
      Stephen Filler, a resident of
Irvington, who is an attorney.
      Michelle Hertz, a resident of
Hastings-on-Hudson, who is an artist.
      Milton Hoffman, a resident of
White Plains, retired Editorial Page Editor of The Journal News.
      Frank Kaiman, a resident of
Scarsdale, who is an attorney.
      Randy Klipstein, a former long-time resident of unincorporated Greenburgh who recently moved to Dobbs Ferry, and who is a financial analyst with IBM.
      Herman Lockhart, a resident of
White Plains, who is an urban planner and a retired New York State Administrator.
      John P. McLaughlin, a resident of
Irvington(unincorporated Greenburgh), who is an accountant.
      Iris McLee, a resident of
Fairview, who is a realtor and president of the Hartsdale Kiwanis Club.
      Jane Morgenstern, a resident of Dobbs Ferry, who is a labor arbitrator.
      Anne Povella, a resident of Elmsford, who is a former Assistant Comptroller of the Town of
Greenburghand a Trustee of the Villageof Elmsford
      Randi Sauter, a resident of
White Plains, who is active in child care issues.
      Karen Schatzel, a resident of
Irvington, who is an officer in the Westchester County League of Women Voters.
      Michael Sigal, a resident of
Scarsdale, who is a retired attorney.
      Kevin Swersey, a resident of
Irvington(unincorporated Greenburgh), who is president and co-founder of a New Yorkbased consulting company.
      Louis Weinstein, a resident of
Scarsdale, who is a retired businessman.
