FW: STORM UPDATE 7..court closed..nature center closed..town offices open..e hartsdale parking

Court sessions are closed today and tomorrow due to the Hurricane. Greenburgh Nature Center closed today and tomorrow. Town offices are open. Library is open. But, some employees have taken vacation/personal time off.   There is sanitation pick up today.  A decision re: garbage pick up  for tomorrow will be made later today re: tomorrow. Tomorrow’s Town Board work session will be cancelled.   If your power is out and you use candles to light up your house, be careful!
 
Emergency parking provisions are being made by the HPPD for ALL East Hartsdale Avenue residents on a first-come first-serve basis, not just for residents of 100 EHA.  "Emergency Parking for East Hartsdale Avenue residents - please visit www.hartsdaleparking.com"  -
State of Emergency declared…
WHEREAS, On October 29, 2012, the unincorporated Town of Greenburgh has been placed on a hurricane watch and is expecting the effects of this storm to begin on this date; and
 
WHEREAS, this storm has the potential of depositing a significant amount of rain, high winds and flooding; and
 
WHEREAS, the high potential of flooding, fallen trees, and wide spread power outages may result in closed roadways making driving hazardous with the danger of trees or debris falling on motorists or pedestrians; and
 
WHEREAS, These conditions may cause the displacement of residents and visitors to find alternate shelter because of flooding, interrupt businesses, severely impacted commuters, and cause additional burdens to residents and visitors to the town; and
 
WHEREAS, the potential of trees falling, road closes live wires may prevent residents from leaving there homes to seek other refuge and confining many residents to their homes: and it will be necessary to limit vehicular and pedestrian traffic; and
 
WHEREAS, Many of the fallen trees may fall on houses causing considerable damage, taking down power lines resulting in massive power outages that can effect thousands of residents throughout the township; and
 
WHEREAS, this emergency can be defined as a disaster, having town-wide impact affecting a significant portion of the Town; and
 
WHEREAS,   It may strain the resources of the towns emergency service departments including, Department of Public Works, Police Department and Fire Department personnel; and
 
WHEREAS, The powers defined in Article 2-B of the New York Sate Executive law will enhance the ability of the Greenburgh Police Department and other Town Departments involved in this emergency operation to manage this event and mitigate other potential hazards; and
 
WHEREAS, declaration of this disaster satisfies the requirements of New York Executive Law, Article 2B in declaring a local state of emergency;
 
NOW, THEREFORE, I, Paul Feiner, Supervisor of the Town of Greenburgh, County of Westchester, State of New York, by the virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby find that a disaster is imminent which has the potential to affect all parts of the town. Therefore, pursuant to the authority vested in me by the Constitution of the State of New York and Section 24 of Article 2-B of the State Executive Law, I hereby declared a local state of emergency effective at 10:00 a.m. Monday, October 29, 2012, through November 3, 2012 at 10:00 a.m. within the territorial boundaries of the unincorporated Town of Greenburgh.
 
GREENBURGH COMPLIES WITH STATE TAX CAP/PREPARES FOR FUTURE
  I have filed the proposed budget with the Town Clerk early (on Monday instead of Wednesday) because we do not know the impact of the hurricane. By law I have to file the proposed budget with the Town Clerk by October 31st.  I’m concerned that some key town personnel won’t be able to get to work on Tuesday and Wednesday so thought it would be prudent to file the budget today. Because some key personnel were unable to get to work today (and because they might not be able to come to work between now and Wed) some  technical corrections to the proposed budget may be made later on.
  A more detailed budget message will be filed later in the week. We have complied with the tax cap. The Governor and NY State Legislature has asked local governments to be fiscally responsible by staying within the 2% tax cap.  NO NEW POSITIONS  in the 2013 proposed budget.   The 2013 budget includes no new positions. We continue to gradually reduce the workforce. 
WATER DEPARTMENT--WE NOW HAVE POSITIVE CASH FLOW
 At the end of December 31, 2011, the Consolidated Water District was $1.3 million in debt to the General Fund. It is estimated that the Consolidated Water District will generate in excess of 2.0 million in positive cash flow
 before the end of December 31, 2012 and will be in a position to fully repay the $1.3 million in debt to the General Fund at that time. It is also estimated that the Consolidated Water District will generate another $1.3 million in positive cash flow in the fiscal year ended December 31, 2013. The Town is beginning to address and plan for the Consolidated Water District’s long term infrastructure needs and will be using the aforementioned positive cash flow toward the implementation of those plans.
